MINUTES
Representative Kahn, Chair of the Division, called the meeting to order at 8:40 A.M. on March 27, 2007 in Room 300 South of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF 1523 (Bigham) - Washington County Disabled Veteran's Rest Camp funding provided, bonds issued, and money appropriated.
Representative Bigham moved that HF 1523 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Don Drigans, Veteran's Board, Washington County and Don Thiesen, Chief Engineer, Washington County, testified in support of HF 1523.

A07-0261 amendment (attached) be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Bigham renewed her motion that HF 1523, as amended, be laid over for possible inclusion in the Omnibus State Government Finance bill.
Col. Joe Kelly, Assistant Adjutant General, and Terry Palmer, Comptroller, both from the Department of Military Affairs (DMA), presented an overview of the Governor's budget recommendation for the DMA.
Kim Van Wie, Executive Director and Brigadier General John Silliman, both from Starbase Minnesota, testified in support of $150,000 for the pre-design and design of an expanded Starbase facility.
Vice Chair Ward assumed the gavel.
HF 1440 (Kahn) - Certificates of pay equity compliance required as condition for certain state contracts, and money appropriated.
Representative Kahn moved that HF 1440 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Kahn moved that the
H1440A1 amendment (attached) be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Kahn and Bonnie Watkins testified in support of HF 1440.
Kent Allin, Director of Materials Management Division of the Department of Administration, Robert Reinhart, Dorsey and Whitney on behalf of the MN Employment Law Council and Chad Thuet, Compensation Manager, Department of Employee Relations, testified against HF 1440.
Representative Kahn renewed her motion that HF 1440, as amended, be laid over for possible inclusion in the Omnibus State Government Finance bill.

HF 1669 (Rukavina) - Amusement games permits, penalties, and inspection provided.
Representative Zellers moved that HF 1669 be re-referred to the Finance Committee. THE MOTION PREVAILED.
HF 1134 (Doty) - Minnesota National Guard Nonappropriated Fund Instrumentality established.
Chair Kahn moved that HF 1134 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Doty testified in support of HF 1134.
HF 2147 (Bly) - Office of Enterprise Technology funding provided for grants to counties participating in the development of the integrated financial system.
Chair Kahn moved that HF 2147 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Bly, Keith Carlson, Executive Director, MN Inter-County Association, and Larry Freund, Chief Financial Officer, Office of Enterprise Technology, testified in support of HF 2147.
HF 2252 (Davnie) - Sustainable growth working group established, and money appropriated.
Representative Hortman moved that HF 2252 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Davnie, Warren Hanson, President, Greater MN Housing Fund and Eric Muschler, Program Officer for the McKnight Foundation testified in support of HF 2252.
Chair Kahn moved an oral amendment to HF 2252 as follows:
Page 2, line 2.17 after "compensation"
insert "but may be reimbursed for expenses under Minnesota Statutes, Section 15.059"
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Jim Rhodes, Legislative Director, Department of Administration testified in support of HF 2252.
Representative Hortman renewed her motion that HF 2252, as amended, be laid over for possible inclusion in the Omnibus State Government Finance bill.
HF 318 (Jaros) - Commission on Minnesota Ethnic Heritage established, and money appropriated.
Representative Sviggum moved that HF 318 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Jaros testified in support of HF 318.
Chair Kahn moved that the
H0318DE1 amendment (attached) be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Sviggum renewed his motion that HF 318, as amended, be laid over for possible inclusion in the Omnibus State Government Finance bill.
HF 451 (Jaros) - Honor guard member reimbursement provided for National Guard funerals, and money appropriated.
Representative Jaros testified in support of HF 451.
Chair Kahn moved that HF 451 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Sviggum moved an oral amendment to HF 451 as follows:
Page 1, line 1.15 after "veteran."
insert "If a local unit provides a student to play Taps, the local unit can provide all or part of the $50 to the student."
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF 1896 (Winkler) - Legislative Commission on Terrorism and Disaster Preparedness established, and money appropriated.
Representative Winkler moved that HF 1896 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Winkler moved an oral amendment to HF1896 as follows:
Page 3, line 3.1 after "fund to the"
delete "commissioner of public safety"
insert "legislative coordinating commission"
