MINUTES
Representative Kahn, Chair of the Division, called the meeting to order at 2:18 P.M. on March 15, 2007 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was not present.
Clint Harris, Executive Director, and Don Feeney, Research and Planning Director, presented an overview of the Minnesota Lottery's proposed budget.
Mary Manney, Deputy Director, Minnesota Racing Commission, presented the Governor's recommended changes to the Commission's base budget.
A quorum was present at 2:28 p.m.
Tom Barrett, Director, Gambling Control Board, presented the Governor's recommended changes to the Board's base budget.
Howard Bicker, Executive Director, State Board of Investment, presented an agency overview and the Governor's budget recommendations.
Larry Martin, Executive Director, Legislative Commission on Pensions and Retirement, presented an overview of the Commission.
Representative Lesch moved that the minutes of March 8, 2007 be adopted. THE MOTION PREVAILED.
Representative Hortman moved that the minutes of March 13, 2007 be adopted. THE MOTION PREVAILED.
HF 147 (Johnson) - Mississippi River Parkway Commission expiration date extended to 2012.
Representative Bigham moved that HF 147 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Sheldon Johnson, Chair, Minnesota Mississippi River Parkway Commission (MN-MRPC) and Andy Golfis, MN-MRPC Secretary, testified in support of HF 147.
HF 621 (Johnson) - Mississippi River Parkway Commission funding provided, and money appropriated.
Representative Bigham moved that HF 621 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Sheldon Johnson and Andy Golfis, testified in support of HF 621.
Representative Bigham moved an oral amendment to HF 621 as follows:
Page 1, line 7, after the second "the" insert "Legislative Coordinating Commission for the".
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
HF 1246 (Bigham) - Kids Voting Minnesota funding provided, and money appropriated.
Representative Bigham moved that HF 1246 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Bigham, Roger Barr, Executive Director, Kids Voting St. Paul, and Lars Sandstrom, Executive Director, Kids Voting Minnesota, testified in support of HF 1246.
SF 463 (Betzold)/HF 144 (Hortman) - Notary public maximum fees increased.
Representative Hortman moved that SF 463 be recommended to pass and be re-referred to the Finance Committee.
Representative Hortman testified in support of SF 463.
Representative Hortman renewed her motion that SF 463 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.
