HF 3725 (Hornstein) Urban partnership agreements authorized to provide user fees for high-occupancy vehicle lanes and dynamic shoulder lanes, rulemaking exemptions provided, penalties imposed, and money appropriated. Judd Schutnan, Met Council, spoke to the bill. Rep. Hornstein moved the
