GOVERNMENTAL OPERATIONS, REFORM, TECHNOLOGY AND ELECTIONS
MINUTES
Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:00 A.M. on Tuesday, February 20, 2007, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Scheduled for hearing was: H. F. 1048 (Pelowski)
A bill for an act relating to state government; abolishing the Department of Employee Relations, etc.
Rep. Morgan assumed the gavel.
Representative Pelowski explained HF 1048.
Commissioner Pat Anderson, Department of Employee Relations, testified in favor of HF 1048.
Representative Pelowski moved that HF 1048 be recommended to pass and re-referred to the Committee on Finance.
Representative Pelowski moved to amend HF 1048 (see attached
H1048A4 amendment).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Pelowski moved to amend HF 1048, as amended. (See attached SCH1048A-1 amendment)

Mark Shepard, House Research, drafted a technical change to the SCH1048A-1 amendment, as follows:
Delete lines 9 and 10 of the amendment completely, and in place of that language, insert new language in the bill as follows:
Page 2, line 6, delete "
and 2" and insert "
to 3"
Representative Pelowski renewed his motion to amend HF 1048 (see attached SCH1048A-1 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Representative Pelowski renewed his motion that HF 1048, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.
Representative Pelowski resumed the Chair.
Scheduled for hearing was: H. F. 132 (Mahoney)
A bill for an act relating to economic development; establishing the Minnesota Biomedical Sciences Research Facilities Authority and the biomedical sciences research project funding program; providing the University of Minnesota to apply for facility program funds; etc.
Chairman Pelowski moved that HF 132 be recommended to pass and re-referred to the Committee on Finance.
Representative Mahoney explained HF 132.

A bill for an act relating to state government; requiring the state to maintain a Web site with a searchable database on state contracts and grants; appropriating money; etc.
Chairman Pelowski moved that HF 376 be recommended to pass and be re-referred to the Committee on Finance.

Chairman Pelowski brought back for consideration, HF 132 (Mahoney).
Due to lack of time, Chairman Pelowski laid over HF 132.
