MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:02 A.M. on, Thursday, February 1, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Scheduled for hearing was: H. F. 237 (Morgan)

A bill for an act relating to elections; requiring preelection reports of certain contributions to political committees, political funds, and party units; changing preelection reporting requirements for contributions to candidates; etc.

Rep. Morgan moved that H. F. 237 be recommended to pass and placed on the General Register.

Rep. Morgan moved to amend HF 237 (see attached H0237DE1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Morgan explained HF 237, as amended.

Testifying on HF 237, as amended:

Rep. Morgan renewed his motion that HF 237, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 203 (Mariani)

A bill for an act relating to state government; adding legislative members to the Capitol Area Architectural and Planning Board; etc.

Chairman Pelowski moved that HF 203 be recommended to pass and placed on the General Register.

Chairman Pelowski renewed his motion that HF 203 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 13 (Tingelstad)

A bill for act relating to state government; requiring the Legislative Coordinating Commission to oversee legislative training forums; appropriating money; etc.

Rep. Peterson, N. moved that HF 13 be recommended to pass and re-referred to the Committee on Finance.

Rep. Peterson, N., moved to amend H. F. 13 as follows:

Page 1, delete lines 22-24

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF 13, as amended:

Diane Cushman, Legislative Coordinating Commission

Rep. Emmer moved to amend HF 13, as amended:

Delete Section 2, page two, after line 7, insert a new paragraph (c) that would read, "the Legislative Coordinating Commission may charge a fee to individual legislators who attend forums under this section. Fee receipts are appropriated to the Legislative Coordinating Commission for purposes of this section."

Rep. Emmer withdrew his motion to amend HF 13, as amended.

Rep. Olson moved to amend HF 13 as follows:

Page 1, line 14, after the word "an" insert "objective and thorough"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Discussion followed.

Rep. Peterson, N., renewed his motion that HF 13, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION FAILED.

The meeting was adjourned at 9:45 A.M.
