GOVERNMENTAL OPERATIONS, REFORM, TECHNOLOGY AND ELECTIONS
MINUTES
Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:00 A.M. on Thursday, March 8, 2007, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Morgan moved that the minutes of March 6 and 7, 2007, be adopted.
THE MOTION PREVAILED.
Scheduled for hearing was: H. F. 646 (Dittrich)
A bill for an act relating to elections; changing certain
school district election provisions; eliminating an approval requirement for mail
elections; etc.
Representative Morgan moved that HF 646 be recommended to pass and placed on the
General Register.

Representative Morgan moved to amend HF 646 (see attached
H0646A1 amendment).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Morgan renewed his motion that HF 646, as amended, be recommended
to pass and placed on the General Register. THE MOTION PREVAILED.

A bill for an act relating to elections; changing certain definitions, voter registration procedures and requirements, filing requirements, voting procedures, election day prohibitions, etc.
Representative Hilty moved to amend HF 1110, as amended (see attached
H1110A1 amendment).

Representative Hilty moved to amend HF 1110, as amended, as follows:
Page 1, line 7, delete "two weeks" and insert "one week"
Page 24, line 29, after the first ";" insert "and"
Page 24, line 29, delete "; and 375.101, subdivisions 1 and 2,"
THE MOTION PREVAILED. THE AMENDMENT AS AMENDED WAS ADOPTED.
Representative Emmer moved to amend HF 1110, as amended (see attached
H1110A9 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Nelson moved to amend HF 1110, as amended, and requested Matt Gehring, House Research, to draft the language.
Representative Nelson withdrew his amendment.
Representative Poppe moved to amend HF 1110, as amended. (See attached H1110A2 amendment.) Representative Poppe incorporated an amendment to the H1110A2 amendment as follows:
Page 1, line 7, after the period insert:
"If the incumbent is seated in that office but was not elected to the office
in a general or special election, the incumbent may not use the term 'reelect'".
THE MOTION PREVAILED. THE AMENDMENT AS AMENDED WAS ADOPTED.
Representative Brod moved to amend HF 1110, as amended, by striking new language in Section 27.
Representative Brod withdrew her amendment.
Chairman Pelowski temporarily laid over HF 1110, as amended.
The meeting was adjourned at 9:35 A.M.
