MINUTES
Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:02 A.M. on Wednesday, March 14, 2007, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A bill for an act relating to state government; clarifying private cemeteries; etc.
Representative Hilty moved that HF 1710 be recommended to pass and placed on the General Register.

Representative Emmer moved to amend HF 1710 as follows:
Page 3, line 5, delete everything after the period
Page 3, delete lines 6 and 7
Page 3, line 8, delete everything before the period
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Hilty moved to amend HF 1710, as amended, as follows:

Page 4, line 24, delete "construction" and insert "disturbance"
Page 6, line 4, after "tombstone" insert "or obvious grave marker"
Page 2, line 28, delete "contract" and insert "professional"
Page 2, line 28, before "anthropologist" insert "qualified"

Representative Hilty renewed his motion that HF 1710, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

A bill for an act relating to state government; changing the state Indian Affairs Council; etc.
Representative Hilty moved that HF 1051 be recommended to pass and placed on the General Register.

Representative Hilty moved to amend HF 1051 (see attached
H1051A2 amendment).
Representative Hilty incorporated an amendment to the
H1051A2 amendment as follows:
Page 1, line 3, delete "groups" and insert "sovereign nations"
Discussion was held on the proposed amendment, as amended.
Representative Emmer moved to table HF 1051. THE MOTION FAILED.
Representative Hilty renewed the motion to amend HF1051 with the
H1051A2, as amended.
Representative Emmer requested a roll call vote.
Those voting yes: Pelowski, Anderson, S., Hilty, Howes, Kahn, Kalin, Nelson,
Peterson, N., Poppe, Simon, and Winkler.
Those voting nay: Brod, Emmer, Wollschlager
Absent: Morgan, Olson
There were 11 ayes, 3 nays, and 2 absent, THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Representative Hilty moved to amend HF 1051, as amended, (see
H1051A1 amendment).
Mark Shepard, House Research, explained a technical change to the
H1051A1 amendment:
Page 1, line 3, add "(4)"

There were 8 ayes, 5 ayes, and 3 absent, THE MOTION PREVAILED.

A bill for an act relating to elections; providing for automatic voter registration of applicants for a driver's license, instruction permit, or identification card; etc.
Representative Simon moved that HF 1546 be recommended to pass and re-referred to the Committee on Finance.
Representative Simon moved to amend HF 1546 (see attached
H1546A1 amendment).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Testifying on HF 1546, as amended:

A handout on identification requirements was distributed to members of the committee.
Representative Simon renewed his motion that HF 1546, as amended, be recommended to pass and re-referred to the Committee on Finance.
Representative Emmer requested a roll call vote on HF 1546, as amended.
Those voting aye: Pelowski, Hilty, Kahn, Kalin, Morgan, Nelson, Poppe, Simon, Winkler and Wollschlager.
Those voting nay: Anderson, S., Brod, Emmer, Olson, and Peterson, N.
There were 10 ayes, and 5 nays, THE MOTION PREVAILED.
