MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:03 A.M. on Thursday, May 10, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morgan moved that the minutes of March 23, 2007, be adopted. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 1978 (Murphy, M.)

A bill for an act relating to retirement; correcting errors and omissions in 2006 omnibus retirement and other legislation; etc.

Chairman Pelowski moved that HF 1978 be recommended to pass and re-referred to the Committee on Rules and Legislative Administration.

Chairman Pelowski moved to amend HF 1978 (see attached H1978-6A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved to amend HF 1978, as amended (see attached H1978A1).

Representative Emmer moved to amend HF 1978, as amended, as follows:

Page 90, lines 33-35, reinstate the stricken language

Representative Emmer requested a roll call vote on the motion.

Those voting nay: Hilty, Kahn, Nelson, and Poppe.

There were 9 ayes and 4 nayes, THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Brod moved to amend HF 1978, as amended, as follows:

Page 106, line 27, delete "5.0 percent" and insert "2.5 percent, unless the assets
of the plan are equal to or greater than the accrued liability of the plan, in which
case the final amount may not exceed five percent.

A bill for an act relating to the State Board of Investment; requiring divestment from certain investments relating to Sudan; proposing coding for new law in Minnesota Statutes, chapter 11A.
