LOCAL GOVERNMENT AND METRO AFFAIRS COMMITTEE
MINUTES
Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the sixteenth meeting at 12:30pm on Wednesday, March 7, 2007 in the Basement of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF1175 (Murphy): Aircraft facilities state financing modified to allow flexibility in obtaining a new lessee for a facility.
Representative Murphy presented HF1175 and took questions from the committee.
Peter Sausen, of the Department of Finance testified on behalf of HF1175 and took questions from the committee.
A quorum was present at 12:39pm and the meeting was called to order.
Chair Hilstrom moved to amend HF1175 (see
H1175A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair Hilstrom moved that HF1175 be recommended to pass, as amended, and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Capital Investment.
THE MOTION PREVAILED AND THE BILL WAS PASSED.
The following individuals testified on HF673, HF557, and HF359 and took questions from the committee:
Jeff Hamiel, Executive Director of the Metropolitan Airports Commission
Jack Lanners, Chairman of the Metropolitan Airports Commission
R.T. Rybak, Mayor of Minneapolis
HF673 (Hornstein): Metropolitan Airports Commission agreements legislative authorization required.
Chair Hilstrom moved that HF673 be recommended to pass and be re-referred to the Division on Transportation Finance and Policy.
Representative Hornstein presented HF673, and took questions from the committee.
Chair Hilstrom renewed her motion that HF673 be recommended to pass and be re-referred to the Division on Transportation Finance and Policy.
THE MOTION PREVAILED AND THE BILL WAS PASSED.
HF557 (Morgan): Metropolitan Airports Commission mayoral memberships added.
Representative Morgan presented HF557, and took questions from the committee.
The following individuals testified on behalf of H557, and took questions from the committee:
Elizabeth Kautz, Mayor of Burnsville
Curtis Aljets, of the Eagan Airport Relations Commission
Chair Hilstrom laid HF557 on the table.
HF359 (Hansen): Metropolitan Airports Commission expanded to include Mayors.
Representative Hansen presented HF359 and took questions from the committee.
Liz Petschold, Chair of the Airport Relations Commission, Mendota Heights, testified on HF 359 and took questions from the committee.
Chair Hilstrom laid HF359 on the table.
HF1437 (Hornstein): Metropolitan Airports commission required to meet in a neighborhood affected by airport noise, and advance notice of proposed annual budget required.
Chair Hilstrom moved that HF1437 be recommended to pass and be placed on the General Register.
Representative Hornstein presented HF1437.
The following individuals testified on HF673, HF557, and HF359 and took questions from the committee:

Representative Lenczewski moved that the minutes of March 5, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.
