MINUTES



Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the seventeenth meeting at 4:01pm on Monday, March 12, 2007 in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 756 (Doty): National Historic Places property sale restriction repealed.

Representative Doty presented HF756, and took questions from the committee.

Antionette Wetzel, Attorney for the city of Little Falls, testified on behalf of HF756 and took questions from the committee.

A quorum was present at 4:07pm, and the meeting was officially called to order.

Chair Hilstrom moved that HF756 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Minnesota Heritage Finance Division.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF 849 (Moe): Shoreland resorts development regulation provided.

Representative Howes moved that HF849 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Environment & Natural Resources Finance Division.

Representative Howes moved that HF849 be amended (see A07-0252).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Moe presented HF849, and took questions from the committee.

The following individuals testified on behalf of HF849 and took questions from the committee:

Representative Howes renewed his motion that HF849, as amended, be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Environment & Natural Resources Finance Division.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF 1105 (Laine) Charter commission expense limitations increased for certain cities.

Chair Hilstrom moved that HF1105 be recommended to pass and be placed on the General Register.

Representative Laine presented HF1105, and took questions from the committee.

Chair Hilstrom laid HF1105 on the table.

HF 1193 (Sailer): Beltrami County; Office of County Recorder appointment process provided.

Chair Hilstrom moved that HF 1193 be recommended to pass and be placed on the General Register.

Representative Sailer presented HF1193 and took questions from the committee.

Chair Hilstrom renewed her motion that HF 1193 be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF 1337 (Davnie): Minneapolis street and street lighting construction funding authorized.

Chair Hilstrom moved that HF1137 be recommended to pass and be placed on the General Register.

Representative Davnie presented HF1337 and took questions from the committee.

John Wertjes, of the City of Minneapolis, testified on behalf of HF1337 and took questions from the committee.

Chair Hilstrom renewed her motion that HF1137 be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Chair Hilstrom took up HF1105 (Laine).

HF 1105 (Laine) Charter commission expense limitations increased for certain cities.

Representative Holberg moved to orally amend HF1105 as follows:

Page 1, Line 11, strike everything after the period.
Page 1, strike like 12.
Page 1, Line 13, strike the existing language and delete the new language, and insert, "A city of the first class must pay up to $10,000 in any one year for reasonable and necessary expenses of the charter commission. Any other city must pay up to $5,000 in any one year for reasonable and necessary expenses of the charter commission. A city"
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Chair Hilstrom renewed her motion that HF1105, as amended, be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF 1327(Marquart): Lake improvement districts requirements modified.

Representative Marquart moved that HF1327 be recommended to pass and be re-referred to the Committee on Environment and Natural Resources.

Representative Marquart presented HF1327, and took questions from the committee.

Representative Marquart renewed his motion that HF1327 be recommended to pass and be re-referred to the Committee on Environment and Natural Resources.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Representative Marquart moved that HF1327 be recommended to pass and be re-referred to the Committee on Environment and Natural Resources.

Vice-Chair Tschumper assumed the gavel at 4:59pm.

HF 1160 (Hilstrom): Local governments and school districts postemployment benefits trusts authorized, and money appropriated.

Representative Hilstrom moved that HF1160 be recommended to pass and be re-referred to the Committee on Finance.

Representative Hilstrom moved to amend HF1160 (see H1160A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hilstrom presented HF1160 and took questions from the committee.

Tom Deans, of the Minnesota School Boards Association testified on behalf of HF1160 and took questions from the committee.

Representative Hilstrom renewed her motion that HF1160, as amended, be recommended to pass and be re-referred to the Committee on Finance.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF 1005 (Lenczewski): Municipal postemployment benefits for retired officers and employees authorized.

Representative Lenczewski moved that HF1005 be recommended to pass and be re-referred to the Committee on Taxes.

Representative Lenczewski presented HF1005 and took questions from the committee.

Keith Carlson, of the Minnesota Inter-County Association testified on behalf of HF1005 and took questions from the committee.

Representative Lenczewski renewed her motion that HF1005 be recommended to pass and be re-referred to the Committee on Taxes.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF 531 (Beard): Scott County library board provided as an advisory to the county board.

Representative Beard moved that HF531 be recommended to pass and be placed on the General Register.

Representative Beard presented HF531 and took questions from the committee.

Kate Olson, Scott County Library Board

Representative Beard renewed his motion that HF531 be recommended to pass and be placed on the General Register.

Representative Lenczewski moved that the minutes of March 7, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.
