MINUTES
Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the 25TH meeting at 12:31 pm on Wednesday, February 27, 2008 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF2896 (Thissen): War veterans memorial referendum requirement removed.
Rep. Thissen presented HF2896 and took questions from the committee.

HF2753 (Rukavina): White Community Hospital District established and authorized to levy property taxes.
Rep. Rukavina presented HF2896 and took questions from the committee.

A quorum was present at 12:43pm, and the meeting was officially called to order.
Chair Hilstrom moved to orally amend HF2753 as follows:
Page 1, line 10, delete everything after the period
Page 1, delete lines 11 to 13
Page 1, after line 13, insert, "The proposed resolution to establish the hospital district must be published and is subject to referendum as provided in section 447.31, subdivision 2."
Page 2, line 9, delete "…" and insert "51"

Chair Hilstrom moved that HF2753, as amended, be recommended to pass and be re-referred to the Committee on Taxes.

HF2932 (Moe): Cemetery fund use specified.
Chair Hilstrom moved HF2932 be recommended to pass and be placed on the General Register.
Chair Hilstrom moved to amend HF2932 (see
A09-1170).

Rep. Moe presented HF2932 as amended and took questions from the committee.
Kent Sulem, Minnesota Association of Townships, testified on behalf of HF2932 as amended and took questions from the committee.

HF2780 (Jaros): Duluth; food and beverage sales tax rate increase authorized; proceeds authorized for certain improvements.
Chair Hilstrom moved that HF2780 be re-referred to the Committee on Taxes without further recommendation.

HF2827 (Welti): County historical society funding modified relating to cities of the first class.
Chair Hilstrom moved that HF2827 be recommended to pass and be placed on the General Register.

Iru Plitzuweit, President of the Olmsted County Historical Society, testified on behalf of HF2827 and took questions from the committee.

HF2906, 1st Engrossment (Paymar): Dangerous Dogs regulating provisions changed.
Chair Hilstrom moved that HF2906, 1st Engrossment be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Public Safety Finance.

SF357, 1st Engrossment (Clark): Low-income and moderate-income housing developers transactions with local units of government regulated.
Chair Hilstrom took up SF357, 1st Engrossment in lieu of HF2249 and moved that it be recommended to pass and re-referred to the Committee on Housing Policy Finance & Public Health.
Rep. Clark presented SF357, 1st Engrossment, and took questions from the committee.
Vice-Chair Tschumper assumed the gavel at 1:53pm.
