MINUTES


Representative Mullery, Chair of the Committee, called the meeting to order at 10:10 A.M. on Friday, March 7, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Kalin moved to reconsider the motion of Monday, March 3, 2008, whereby HF 3474, as amended, was recommended to pass and be re-referred to the Committee on Commerce and Labor. THE MOTION PREVAILED.

Representative Kalin moved that HF 3474, as amended, be recommended to pass, and when so passed be placed on the General Register. THE MOTION PREVAILED.

Representative Kalin moved to reconsider the motion of Monday, March 3, 2008, whereby HF 3476, as amended, was recommended to pass and be re-referred to the Committee on Commerce and Labor. THE MOTON PREVAILED.

Representative Kalin moved that HF 3476, as amended, be recommended to pass, and when so passed, be placed on the General Register. THE MOTION PREVAILED.

Representative Kalin moved to reconsider the motion of Monday, March 3, 2008, whereby HF 3516, as amended, was recommended to pass and be re-referred to the Committee on Commerce and Labor. THE MOTION PREVAILED.

Representative Kalin moved that HF 3516, as amended, be recommended to pass, and when so passed, be placed on the General Register. THE MOTION PREVAILED.

HF 3438 (Thissen): A bill for an act relating to health; changing provisions for handling genetic information; amending Minnesota Statutes 2006, section 13.386, subdivision 3; Minnesota Statutes 2007 Supplement, section 144.125, subdivision 3.

Representative Paymar moved HF 3438 before the committee.

Representative Paymar moved adoption of the A08-1263 amendment. THE MOTION PREVAILED.

Representative Thissen presented his bill.

Representative Paymar moved that HF 3438, as amended, be recommended to pass, and when so passed, be re-referred to the Committee on Health and Human Services. THE MOTION PREVAILED.

HF 1218 (Lesch): A bill for an act relating to crimes; requiring defendant waiver of jury trial to be consented by the prosecutor; proposing coding for new law in Minnesota Statutes, chapter 631.

Representative Lesch presented his bill.

Representative Olin moved that HF 1218 be recommended to pass, and when so passed, be re-referred to the Committee on Finance with the further recommendation that the bill be re-referred to the Public Safety and Civil Justice Finance Division. THE MOTION PREVAILED.

HF 3863 (Thissen): A bill for an act relating to motor vehicles; authorizing automatic enforcement of official traffic-control devices; amending Minnesota Statutes 2006, sections 169.01, by adding subdivisions; 169.06, by adding a subdivision; proposing coding for new law in Minnesota Statutes, chapter 169.

Representative Paymar moved HF 3863 before the committee.

Representative Thissen presented his bill.

Representative Cornish also expressed Bill Gillespie’s concerns about the bill.

Representative Olin moved adoption of the A1 amendment.

Representative Holberg moved to orally amend the A1 amendment as follows:

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS INCORPORATED.

Representative Olin moved adoption of the A1 amendment, as amended. THE MOTION PREVAILED.

O. J. Doyle (Minnesota Ambulance Association) and Lt. Greg Reinhart of the Minneapolis Police Department responded to questions from members.

Representative Paymar moved that HF 3863, as amended, be recommended to pass, and when so passed be re-referred to the Committee on Local Government and Metropolitan Affairs. THE MOTION PREVAILED.

The meeting was adjourned at 12:20 P.M.
