MINUTES
Representative Paul Marquart, Chair of the Committee, called the meeting to order at 10:06 A.M. on Tuesday, March 20, 2007, in Room 10 of the State Office Building.

HF2059 (Dill) Ely local sales tax and use tax extension authorized.
Representative Dill testified on behalf of the bill.
A quorum was present at 10:08 A.M.
Representative Dittrich moved that HF2059 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Dittrich moved the author's amendment labeled A07-0449X. Representative Dill proposed an oral amendment to the amendment labeled A07-0449X to include a change on line 1.2 from a special election to an election. THE ORAL AMENDMENT WAS INCORPORATED. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Charles Novak, Mayor of the City of Ely, testified in favor of the bill.
Representative Marquart, Chair of the Division, laid over HF2059 for possible inclusion in the Property Tax and Local Sales Tax Division Report.
HF2142 (Marquart) Citizens Property Tax Omnibus Bill.
Representative Marquart moved that HF2142 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Marquart showed his appreciation for all Minnesotans who gave comments on the Minnesota Property Tax Comment Line and for the citizens who came to testify on behalf of the provisions they contributed.
Representative Marquart testified on behalf of the bill. Kathleen Stolte testified on behalf of the disabled homestead section of the bill. Thomas A. Hanson testified on behalf of the "This Old House" provision in the bill. Representative Marquart read a letter from John Ungerecht who contributed the rural land classification idea. Representative Marquart read a letter from Nancy Clingman who contributed the idea about paying property tax on a monthly basis. Roger Urban, who contributed the idea about getting the ability to apply for the Property Tax Refund for 3 years prior, testified in favor of the bill. Gary Carlson, Lobbyist for the League of Minnesota Cities, testified about his concerns about the monthly payment portion of the bill. Joe Mathews, Policy Analyst for the Association of Minnesota Counties, testified about his concerns about the monthly payment portion of the bill. Keith Carlson, Executive Director of the Minnesota Inter-County Association, testified about his concerns about the monthly payment portion of the bill. Gary Carlson, Lobbyist for the League of Minnesota Cities, testified in favor of the "This Old House" provision of the bill. Joe Mathews, the Association of Minnesota Counties, testified in support of Section 5 dealing with the classification of agricultural land and the PTR 3 year prior provision. John Hagen, Assistant Director for the Property Tax Division of the Minnesota Department of Revenue, testified about his concerns Section 1 Subdivision 3. Cindy Geis, Auditor for Carver County, testified in opposition to the monthly payments portion of the bill. Ken Rowe, Chief Deputy for Property Taxes for Hennepin County, testified in opposition to the monthly payment part of the bill.

HF1819 (M. Murphy) Proctor sales tax authorized.
Representative Brown moved that HF1819 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative M. Murphy testified on behalf of the bill. John Foschi, City Administrator for the City of Proctor, testified in favor of the bill. Jake Benson, Business Owner in the City of Proctor, testified in favor of the bill.

HF1820 (Lieder) Crookston sales and use tax authorized.
Representative Brown moved that HF1820 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Lieder testified on behalf of the bill.

Representative Dill testified on behalf of the bill. County Commissioner from Cook County testified in favor of the bill.
