MINUTES
Representative Marquart, Chair of the Division, Called the meeting to order at 5:05 PM on Wednesday, February 6th, 2008 in the Eagan City Council Chambers.

Representative Marquart gave an introduction to the hearing and the Property Tax Relief Divisions goals in having the hearings across Minnesota.
Representative Wardlow welcomed the Division to Eagan and welcomed members of the public to the Division Meeting. Senator Carlson welcomed the Division to Eagan and welcomed members of the public to the Division Meeting. Representative Masin welcomed the Division to Eagan and welcomed members of the public to the Division Meeting. Representative Madore welcomed the Division to Eagan and welcomed members of the public to the Division Meeting.
Representative Paul Marquart, Chair of the Division, gave an overview of Property Taxes in Minnesota and spoke about the impact of rising property taxes.
Ralph Teschner, Finance Director for Prior Lake, suggested changes to the Market Value Homestead Credit. Nancy Shouweiler, Chair of the Dakota County Board, testified on the impacts of state mandates as well as the impacts of rising property taxes. Janis Callison, Mayor of the City of Minnetonka, testified on the need for property tax relief. Wendy Wulff, Lakeville City Councilmember, testified on the impacts of property taxes. Debbie Goette, Mayor of the City of Richfield, testified on the need for a robust LGA system that is without volatility. Tom Goodwyn, Apple City Council Member, testified on the impacts of state aids (LGA and PTR) as well as the impacts of increasing property taxes. Craig Johnson, Housing Polict Coordinator for the Metropolitan Consortium for Community Developers, testified affirmatively to the changes for 4d in the tax bill. John Kelly, resident of Eagan, testified that seasonal recreation property were too high. Rob Vanasek, a lobbyist representing the Minnesota Association of Townships, testified on the impacts of declining state aids. Judy Kind, lake home owner, testified that the market value and the property taxes on her lake home have skyrocketed. Nancy Larson, resident of Eagan, testified that the taxes on lakeshore property are skyrocketing. Nick Schommer testified that the taxes on lakeshore property are skyrocketing.
