Representative Loren Solberg, Chair of the Committee on Ways and Means, called the meeting to order at 10:00 AM, on Monday, May 3, 2010 in the Basement Hearing Room of the State Office Bldg.

Representative Scalze moved adoption of the Minutes dated April 27, 2010 as presented.

Budget Resolution
Representative Solberg moved to amend the Budget Resolution as follows: see House budget Resolution adopted 4/17/10 and RES08-1.
Bill Marx, Fiscal Analyst explained the Budget Resolution, as amended.
Representative Solberg renewed his motion that the Budget Resolution, as amended be adopted.

HF2614 (Huntley) Intensive care management program established for medical assistance enrollees, funding reduced for the medical assistance program, request for proposals required, report required, and money appropriated.
Representative Huntley moved that HF2614 be recommended to pass and placed on the General Register.

Representative Huntley moved to amend HF2614 as follows:

John Walz, House Fiscal Analyst presented amendment H2614A73.
Representative Holberg moved to amend the amendment H2614A73 as follows: Page 12, delete Section 12, lines 12.5 thru 12.20

HF3281 (Murphy) Volunteer fire relief associations technical corrections made, break-in-service return revised, Minnesota deferred compensation plan service pension transfers authorized, payout defaults revised in survivor benefits, and corrections of certain special fund deposits authorized.
Representative Solberg moved that HF3281 be recommended to pass and placed on the General Register.
Representative Kahn moved to amend HF3281 as follows: See

Rep. Kahn renewed her motion to amend HF3281 with H3281-15A.

Representative Solberg moved that HF3660 be recommended to pass and be placed on the General Register.

Representative Solberg renewed his motion that HF3660 pass and be placed on the General Register.

HF3571 (Koenen) publicly owned nursing facilities rate increase authorized, and local share required for nonfederal medical assistance costs.
Representative Solberg moved that HF3571 be recommended to pass and placed on the General Register
Representative Koenen presented HF3571.
Rep. Solberg renewed his motion that HF3571 pass and placed on the General Register.

SF2505 (Slawik) Statewide child care provider training, coaching, consultation, and supports funding provided to prepare for the voluntary Minnesota quality rating system, and money appropriated.
Representative Solberg moved that SF2505 be recommended to pass and placed on the General Register.
Representative Solberg moved to amend SF2505 as follows: Page 10, delete 10.4 thru 10.12

SF3275/HF3702 (Wagenius) Omnibus environment and natural resources finance bill.
Representative Faust moved that SF3275 be recommended to pass and placed on the General Register.
Representative Faust moved that SF3275 be amended as follows: Delete all language in SF3275 and insert the language of HF3720.

Jodi Boyne, Public Affairs Director, MPCA answered questions regarding SF3275 as amended.
Representative Hamilton moved that SF32785, as amended be re-referred to the Committee on Finance.

Representative Westrom moves to amend SF3275, as amended as follows: delete section 72.
