Representative Loren Solberg, Chair of the Committee on Ways and Means, called the meeting to order on Friday, May 7, 2010 at 9:30 AM in Room 10 of the State Office Bldg.

The Committee Legislative Assistant noted the roll.

Representative Hoppe moved to adopt the minutes of May 6, 2010 as presented.
THE MOTION PREVAILED

Agenda:
HF2431 (Greiling) Policy and funding for early childhood through grade 12 education provided including general education, education excellence, special programs, facilities and technology, account, state agencies, pupil transportation, education finance reform, forecast adjustments, early childhood education, prevention, self-sufficiency, and lifelong learning, and money appropriated.

Representative Scalze moved that HF2431 be recommended to pass and placed on the General Register.

Representative Scalze moved to amend HF2431 as follows: H2431A72.
THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED


Representative Greiling presented HF2431, as amended.



Representative Faust moved to amend HF2431, as amended, see: H2431A69.

Kelly Wolfe, Leonard, Street& Deinard testified regarding H2431A69.

Jan Alswager, Ed MN testified regarding H2431A69.

Representative Scalze renewed her motion to amend HF2431 as follows: H2431A72.

Representative Faust renewed his motion that HF2431, as amended be recommended to pass and placed on the General Register.
THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED

A division was requested: There being 7 Yeas and 11 Nays:
THE MOTION DID NOT PREVAIL THE AMENDMENT WAS NOT ADOPTED

Greg Crowe, Fiscal Analyst testified on behalf of HF2431.

Representative Scalze renewed her motion that HF2431, as amended pass and placed on the General Register.

The Committee on Ways and Means will stand in recess.


The Committee on Ways and Means reconvened at 10:30 PM in Room 118 of the Minnesota State Capitol.

A quorum was present.

HF3833 (Greiling) Early childhood through grade 12 education policy and funding provided including general education, education excellence, special programs, facilities and technology, accounting, state agencies, pupil transportation, education finance reform, forecast adjustments, early childhood education, prevention, self-sufficiency, and lifelong learning, and money appropriated.

Representative Solberg moved that HF3833 be recommended to pass and placed on the General Register.

Representative Greiling presented HF3833.

Representative Demmer moved to amend HF3833 as follows: see H3833A1. A roll call vote was requested. The Clerk noted the roll.

Members voting AYE: Abeler, Dean, Demmer, Hamilton, Holberg, Hoppe, McNamara, Swails, Westrom.
Members voting NAY: Solberg, Carlson, Eken, Faust, Hilstrom, Huntley, Kahn, Mahoney, Nelson, Scalze, Tillberry.
Members Abstaining: Brynaert, Otremba, Ruud

There being 9 AYES, and 11 NAYS, and 3 Abstentions
THE MOTION DID NOT PREVAIL THE AMENDMENT WAS NOT ADOPTED

Representative Solberg renewed his motion that HF3833 pass and be placed on the General Register. A roll call was requested, the clerk took the roll.
