MINUTES
Representative Marquart, Chair of the Division, called meeting to order at 1:00 PM on Wednesday, March 4, 2009 in Room 10 of the State Office Building.
Committee Legislative Assistant Paul Cumings noted the roll.

Representative Marquart, Chair of the Division, made announcements about the 2009 Property Tax Working Groups and changes that were made to Property Tax Aids and Credits expenditures due to the February Forecast.
A quorum was present at 1:04 PM.
Representative Dittrich, Vice Chair of the Division, assumed the Chair at 1:08 PM.
Representative Dittrich moved approval of the minutes for Wednesday, February 25, 2009. THE MOTION PREVAILED.
HF872 (Marquart) Property tax exemption eligibility clarification provided for institutions of public charity.
Representative Marquart moved that HF872 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Marquart testified in favor of the bill.
Marcia Avner, Public Policy Director for the Minnesota Council of Non-Profits, testified in favor of the bill. Rinal Ray, Charitable Tax Exemption Education Coordinator for the Minnesota Council of Non-Profits, testified in favor of the bill. John Hagen, Assistant Director of the Property Tax Division of the Minnesota Department of Revenue, testified to the bill. Tom May, Hennepin County Assessor and representing the Minnesota Association of Assessing Officers, testified to the bill.
Representative Dittrich, Vice-Chair of the Division, laid over HF872 for possible inclusion in the Property Tax Division Report.
HF837 (Juhnke) Property tax refund definitions modified for disabled military veterans.
Representative Koenen moved that HF837 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Lanning moved that the author's amendment labeled
H0837A1 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.
Representative Juhnke testified in favor of the bill. Jason Nord, State Program Coordinator for the Minnesota Department of Revenue, testified in to the bill.
Representative Dittrich, Vice-Chair of the Division, laid over HF837 for possible inclusion in the Property Tax Division Report.
HF1016 (Scalze) Prescribed content of property tax statements modified.
Representative Loeffler moved that HF1016 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Scalze testified in favor of the bill. Mike Maguire, Mayor of the City of Eagan and Chair of the Municipal Legislative Commission, testified in favor of the bill. Gary Carlson, Legislative Director for the League of Minnesota Cities, testified to the bill.
Representative Dittrich, Vice-Chair of the Division, laid over HF1016 for possible inclusion in the Property Tax Division Report.
HF566 (Magnus) Wind energy production tax inclusion removed.
Representative Lanning moved that HF566 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Lanning moved that the author's amendment labeled
H0566A1 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.
Representative Magnus testified in favor of the bill. Joe Mathews, Policy Analyst with the Association of Minnesota Counties, testified to the bill.
Representative Dittrich, Vice-Chair of the Division, laid over HF566 for possible inclusion in the Property Tax Division Report.
Representative Dittrich, Vice-Chair of the Division, adjourned the meeting at 2:10 PM.
