Representative Marquart, Chair of the Division, called meeting to order at 1:01 PM on Wednesday, February 4, 2009 in Room 10 of the State Office Building.

Ward Einess, Commissioner of the Minnesota Department of Revenue, presented the Governor’s budget as it related to Property Tax Aids and Credits.
A quorum was present at 1:06 PM.
Joe Mathews, Policy Analyst with the Association of Minnesota Counties, testified to the Governors Budget. Patricia Coldwell, Policy Analyst with the Association of Minnesota Counties, testified to the Governors Budget. Bill Barnhart, Lobbyist for the North Metro Mayors Association, testified to the Governors Budget. Keith Carlson, Executive Director of the Minnesota Inter-County Association, testified to the Governor’s budget. Steve Peterson, Senior Policy Analyst for the Coalition of Greater Minnesota Cities, testified to the Governor’s budget. Patricia Naumann, Executive Director for Metro Cities, testified to the Governors budget. Mike Downing, taxpayer from White Bear Lake, testified to the Governor’s budget. Kent Sulem, General Counsel with the Minnesota Association of Townships, testified to the Governor’s budget. Brad Lundell, Executive Director for Schools for Equity in Education, testified to the Governor’s budget. Gary Carlson, Lobbyist with the League of Minnesota Cities, testified to the Governor’s budget. Nan Madden, Director of the Minnesota Budget Project with the Minnesota Council of Non-Profits, testified to the Governor’s budget. Eric Hauge, Organizer with Homeline, testified to the cuts in the Renters Credit in the Governor’s Budget. Henry Erdman testified to the Governor’s budget.
Representative Garafalo moved approval of the minutes for Wednesday, January 28, 2009. THE MOTION PREVAILED.
Representative Marquart, Chair of the Division, reminded members of the working groups set up around reforms to the Property Tax system in Minnesota.
