Representative Benson, Vice-Chair of the Finance Committee, called the meeting to order at
8:05 A.M. on Thursday, April 23, 2009, in Room 200 of the State Office Building.

Rep. Greiling moved approval of the minutes of Monday, April 20, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for House File 1362, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Rep. Huntley moved that HF1362, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration.
Rep. Huntley presented HF1362, First Committee Engrossment (Huntley) Health and Human Services Omnibus Finance Bill.
Rep. Huntley moved to amend HF1362, First Committee Engrossment. (See attached amendment
HDA-076). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Jennie Ehrnst, Minnesota Department of Human Services responded to questions regarding HF1362, First Committee Engrossment, as amended.
Rep. Clark moved to amend Articles 2 through 4 and Article 6 (of HF2150, First Committee Engrossment, as amended (Clark) Housing) into HF1362, First Committee Engrossment, as amended.
Rep. Clark moved an amendment to amend Articles 2 through 4 and Article 6 of HF2150, First Committee Engrossment, as amended. (See attached amendment
H2150A54). THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.
Rep. Clark renewed the motion to amend Articles 2 through 4 and Article 6 (of HF2150, First Committee Engrossment, as amended (Clark) Housing) into HF1362, First Committee Engrossment, as amended, with amendment
H2150A54, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Rep. Huntley renewed the motion that HF1362, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.
Rep. Carlson moved to reconsider House File 2175, the First Committee Engrossment. THE MOTION PREVAILED.
Rep. Carlson moved that HF2175, First Committee Engrossment, be recommended to pass and placed on the General Register.
HF2175, First Committee Engrossment (Hortman) Metro transit diesel bus idling reduction technology and hybrid bus grant program established.
Rep. Carlson moved to amend HF2175, First Committee Engrossment. (See attached amendment
H2175A1).
Kathy Novak explained amendment H2175A1 including a modification to the amendment, as follows:
Page 1, delete lines 2 and 3 and insert:
"Page 1, delete lines 18 to 24"
"Page 2, delete lines 1 and 2"
"Page 2, after line 3, insert:"
THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Rep. Carlson renewed the motion that HF2175, First Committee Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
