Representative Carlson, Chair of the Finance Committee, called the meeting to order at
10:38 A.M. on Monday, February 15, 2010, in Room 200 of the State Office Building.

Rep. Benson moved approval of the minutes of Thursday, February 11, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division report for HF2624, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Rep. Wagenius moved that HF2624, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Wagenius moved to amend HF2624, First Committee Engrossment. (See attached amendment
H2624A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED).
Rep. Wagenius presented HF2624, First Committee Engrossment, as amended (Wagenius) Environmental and natural resources funding provided, and money appropriated.
Susan Thornton, Director, Legislative-Citizen Commission on Mineral Resources (LCCMR) responded to questions regarding HF2624, First Committee Engrossment, as amended.
Rep. Greiling moved to amend HF2624, First Committee Engrossment, as amended. (See attached amendment
A10-2094). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED).
Rep. Wagenius renewed the motion that HF2624, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
Rep. Wagenius introduced LCCMR staff: Michael McDonough, Manager Research and Planning, Mike Banker, Communications/Outreach Manager and Project Analyst, and
Diana Griffith, Commission Assistant.
Rep. Benson moved that HF1467, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Nelson presented HF1467, First Engrossment (Nelson) Rail safe technology federal grant application directed.
Rep. Benson renewed the motion that HF1467, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
Rep. Huntley moved that HF984, Second Engrossment, be recommended to pass and placed on the General Register.
Rep. Norton presented HF984, Second Engrossment (Norton) Medical assistance coverage authorized for primary care health care providers performing primary caries prevention services as part of the child and teen checkup program.
Rep. Huntley renewed the motion that HF984, Second Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Rep. Champion moved that SF536, Second Engrossment, be recommended to pass re-referred to the Committee on State and Local Government Operations Reform, Technology and Elections.
Rep. Champion presented SF536, Second Engrossment (Champion) Home rule charter or statutory city authorized to adopt a program requiring certain hiring practices in city contracts.
Rep. Champion renewed the motion SF536, Second Engrossment, be recommended to pass and re-referred to the Committee on State and Local Government Operations Reform, Technology and Elections. THE MOTION PREVAILED.
