Representative Benson, Vice-Chair of the Finance Committee, called the meeting to order at 10:36 A.M. on Monday, March 8, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Hilty moved adoption of the Energy Policy and Finance Division Report for HF2798, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Hilty moved that HF2798, First Committee Engrossment, be recommended to pass and placed on the General Register.

Rep. Hilstom presented HF2798, First Committee Engrossment (Hilstrom) Interim rates approval process revised for public utilities; disclosure required of travel, entertainment, and related expenses.

Rep. Hilty renewed the motion that HF2798, First Committee Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Carlson moved approval of the minutes of Monday March 1, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Carlson moved approval of the minutes of Wednesday, March 3, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Carlson moved adoption of the Transportation Policy and Finance Division Report for HF2807, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Carlson moved that HF2807, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Carlson moved to amend HF2807, First Committee Engrossment. (See attached amendment H2807A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hornstein presented HF2807, First Committee Engrossment, as amended (Hornstein) Transportation construction impacts on business provisions modified, prohibited rest area activities added, highway routes modified; traffic provisions, bridge projects provisions, and impound provisions modified; Minnesota Council of Transportation Access and a Commuter Rail Corridor Coordinating Committee established and member provisions modified.

Rep. Carlson renewed the motion that HF2807, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Obermueller presented HF2801, First Committee Engrossment, as amended (Obermueller) Complete streets policy defined and implemented.

Koryn Zewers, House Fiscal Analyst, responded to questions regarding a fiscal note for HF2801, First Committee Engrossment, as amended.

Chair Benson renewed the motion that HF2801, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
