Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:05 A.M. on Thursday, May 7, 2009, in Room5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Greiling moved adoption of the K-12 Education Finance Division Report for HF0501, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Greiling moved that HF0501, First Committee Engrossment, be recommended to pass and be placed on the General Register

Rep. Mariani presented HF0501, First Committee Engrossment (Mariani) Alternative graduation means created for students, and graduation exams studied.

Rep. Greiling renewed the motion that HF0501, First Committee Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Carlson moved to reconsider HF1132, Second Committee Engrossment, as amended. THE MOTION PREVAILED.

Rep. Carlson moved that HF1132, Second Committee Engrossment, as amended be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Carlson moved to amend HF1132, Second Committee Engrossment, as amended. (See attached amendment H1132DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Dill presented HF1132, Second Committee Engrossment, as amended (Dill) Timber sales appraised estimates increase required, and forest lease pilot project required.

Rep. Carlson moved that HF1132, Second Committee Engrossment, as amended be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Chair Carlson moved adoption of the Health Care and Human Services Finance Division Report for HF1276, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF1276, First Committee Engrossment, be recommended to pass and placed on the General Register.

Rep. Norton presented HF1276, First Committee Engrossment (Norton) County human services mandates modified.

Chair Carlson moved adoption of the Health Care and Human Services Finance Division Report for HF2069, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF2069, First Committee Engrossment be recommended to pass and be placed on the General Register.

Rep. Liebling presented HF2069, First Committee Engrossment (Liebling) Chemical health pilot projects created.

Chair Carlson renewed the motion that HF2069, First Committee Engrossment be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Buesgens moved approval of the minutes of Wednesday, May 6, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Hilty moved adoption of the Energy Policy and Finance Division Report for HF1744, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Hilty moved that HF1744, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Hilty moved to amend HF1744, First Committee Engrossment. (See attached amendment
A09-0595).

Discussion followed regarding a possible oral amendment to Amendment A09-0595.

Bill Marx, Chief House Fiscal Analyst and Mark Shepard, House Research, discussed a possible oral amendment to Amendment A09-0595.

Rep. Hilty renewed the motion to amend HF1744, First Committee Engrossment. (See attached amendment A09-0595). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilty moved to amend HF1744, First Committee Engrossment, as amended, as follows:

Page 10, after line 22, insert:
"Section 16 (REPEAL OF PRIOR APPROPRIATION).
If a bill styled as HF2123 is enacted in the 2009 regular session, the appropriation to the Commissioner of Commerce in Article 2, Section 3, Subdivision 8 of that bill is repealed".

Renumber subsequent section

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Hilty presented HF1744, First Committee Engrossment, as amended (Hilty) Technology accessibility standards created for the state, rulemaking authorized, advisory committee established for technology standards for accessibility and usability, report required, and money appropriated.

John Lally, Director of Strategic Planning Office of Enterprise Technology, responded to questions regarding HF1744, First Committee Engrossment, as amended.

Rep. Hilty renewed the motion that HF1744, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The Finance Committee referred the following bill by memo on May 6, 2009

As of Wednesday, May 6, 2009, the following bills are hereby referred to the Division on State Government Finance.
HF1032 (Fritz) Self-advocacy program established for persons with developmental disabilities, and appropriated money transferred.
