MINUTES


Representative Carlson, Chair of the Finance Committee, called the meeting to order at
2:34 P.M. on Tuesday, May 12, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Carlson moved that SF1504, Second Engrossment, be recommended to pass and be placed on the General Register.

SF1504, Second Engrossment (Berglin)/HF1708, Second Engrossment (Hosch) Mental health provisions amended, medical assistance reimbursement and eligibility changed, provider qualification and training requirements changed, mental health behavioral aide services amended, an excluded service added, special contracts with bordering states changed, and new methodology rate required.

Chair Carlson moved to delete the language from SF1504, Second Engrossment and insert the house language from HF1708, Second Engrossment. THE MOTION PREVAILED.

Rep. Carlson renewed the motion that SF1504, Second Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Kohls moved approval of the minutes of Monday, May 11, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Murphy, M. clarified a previous statement she had made at the Monday, May 11, 2009 meeting when she presented HF723, First Committee Engrossment (Omnibus Retirement bill) in regards to pensions. Rep. Murphy, M. explained the document 3-Legged Stool (Pension TRA/PERA/MSRS), Social Security and Private Savings and Sources of pension funds. (See attached documents titled"3-Legged Stool" and "Sources of pension funds".)

The following Finance Committee Bills were referred on Tuesday, May 12, 2009.

As of Tuesday, May 12, 2009, the following bills are hereby referred to the Cultural & Outdoor Resources Finance Division.

SF2060 David Tomassoni Arts and cultural heritage fund; Dakota and Ojibwe language revitalization and preservation volunteer working group established, and money appropriated.
SF1927 Tom Saxhaug Environment and natural resources funding provided, and money appropriated.
