Representative Juhnke, Chair, called the meeting to order at 10:35 AM, March 25, 2009 in Room 5 of the State Office Building.

Representative Brown moved that the minutes of March 24, 2009 be amended. THE MOTION PREVAILED AND THE MINUTES APPROVED.
Chair Juhnke moved that HF 411 (Olin) Board of Animal Health prior appropriation modified to allow certain payments; be recommended to pass and be returned to the Committee on Finance with a recommended re-referral to the General Register.
Rep. Olin and Dr. Bill Hartman (Board of Animal Health) presented the bill. Discussion and questions followed.
Chair Juhnke renewed the motion that HF 411 (Olin) be recommended to pass and be returned to the Committee on Finance with a recommended re-referral to the General Register. THE MOTION PREVAILED AND THE BILL PASSED.
Rep. Doty moved that HF 1055 (Doty) Agricultural non-point source pollution monitoring funding provided, and money appropriated; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Doty and Rich Biske (Nature Conservancy) presented the bill. Discussion and questions followed.
Rep. Doty renewed the motion that HF 1055 (Doty) be laid over for possible inclusion in the omnibus bill.
Chair Juhnke moved that HF 1747 (Clark) Green jobs in the food production sector report required, farm-to-school and farm-to-home pilot projects funding provided, money appropriated; be heard and laid over for possible inclusion in the omnibus bill.
Chair Juhnke moved the
H1747A2 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Rep. Clark and Kate Paris (AURI) presented the bill. Discussion and questions followed.
Winona LaDuke and Gwe Gasco (Pine Point Farm to School Program), Tamaara Downs Schwer (Community Design Center of MN), Greg Reynolds (Riverbend Farm), Starla Krause (Kids Cook, Loring Schoolyard Garden), LeMoine LaPointe (Healthy Nations), Margaret Adamek (University of Minnesota), JoAnne Berkenkamp (IATP) provided testimony on the bill.
Chair Juhnke renewed the motion that HF 1747 (Clark) be laid over for possible inclusion in the omnibus bill.

Rep. Juhnke moved that HF 839 (Juhnke) Minnesota Veterinary Diagnostic Laboratory funding provided, money appropriated; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Juhnke, Trevor Ames and Jim Collins (University of Minnesota), presented the bill. Discussion and questions followed.
Jerry Schoenfeld (MN Pork Producers), Bruce Kleven (MN Turkey Growers), Cory Bennett (MN Agri-Growth Council), Dr. Tom Haggerty, (Minnesota Veterinarian Association), provided testimony on the bill.
Rep. Juhnke renewed the motion that HF 839 (Juhnke) be laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved that HF 838 (Juhnke) Agriculture nutrient research funding provided, money appropriated; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Juhnke and Bill Bond (MN Crop Prod Retailers) presented the bill. Discussion and questions followed.
Mr. Greg Buzicky (MN Department of Agriculture) responded to questions relating to portions of the bill effecting the department.
Rep. Juhnke renewed the motion that HF 838 (Juhnke) be laid over for possible inclusion in the omnibus bill.
