Rep. Johnson moved approval of the minutes of March 25 joint meeting with the Legislative Energy Commission and the Senate Committee on Energy, Utilities, Technology and Communications. The motion prevailed.
Rep. Brynaert moved approval of the minutes of March 30. The motion prevailed.
HF1194 (Downey) Green job incentives provided, green job opportunity building zones provided, small business investment company and job growth investment tax credits provided, tax benefits allowed, conforming changes made, terms defined, and biomethane energy projects allowed.
Rep. Hilty moved that HF2096 be returned without recommendation to the Committee on Finance with a recommended re-referral to the Higher Education and Workforce Development Finance and Policy Division.
Rep. Hilty explained some issues with the bill.
Rep. Downey spoke on the bill.

Rep. Hilty moved to delete Article 4. The motion prevailed.
Rep. Hilty renewed his motion that HF2096 be returned without recommendation to the Committee on Finance with a recommended re-referral to the Higher Education and Workforce Development Finance and Policy Division. The motion prevailed. The bill was passed.
