MINUTES
Chair Hansen called the meeting to order at 8:30 A.M. on February 10, 2009 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Persell moved the minutes of February 3rd and 5th. The motion prevailed.
Representative Hansen renewed his motion that HF18 as amended be recommended to pass and re-referred to Finance with a recommendation for re-referral to Cultural and Outdoor Resources Finance.
Michael Kilgore, chair of the Lessard Outdoor Heritage Council, testified for the bill.
Representative Dill moved the
H0018A1 amendment. The motion prevailed and the amendment is adopted.
Bob Meier, DNR Deputy Commissioner, testified.
Representative Hansen moved an oral amendment as follows: before "$150,000", insert "up to". The motion prevailed and the amendment is adopted.
The Committee Legislative Assistant took the roll.
There was disagreement as to whether the roll was taken on an amendment or on the bill as amended.
Representative McNamara moved to reconsider the vote. The motion prevailed.
Representative McNamara moved an oral amendment as follows: change "$150,000" to "$50,000". The motion failed.
Representative McNamara called for a division. With 7 ayes and 9 nays, the motion failed.
The Committee Legislative Assistant took the roll on the bill.
Ayes: Wagenius, Persell, Anzelc, Clark, Dill, Doty, Gunther, Hansen, Hortman, Knuth, Lillie, Scalze.
Nays: Hackbarth, Anderson, Hamilton, McNamara, Torkelson
The motion prevailed and HF18 as amended is recommended to pass and re-referred to Finance with a recommendation for re-referral to Outdoor and Cultural Resources Finance.
Myrna Halbach, Director, Operational Support, Minnesota Pollution Control Agency, testified on 2008-2009 PCA budget outcomes.
The committee recessed at 9:59 A.M.
The committee reconvened at 6:31 P.M.
Myrna Halbach continued her presentation of PCA budget outcomes.
Tim Scherkenbach, Deputy Commissioner, MPCA, testified in response to questions about PCA budget outcomes.
The committee adjourned at 8:35 P.M.
