MINUTES


Chair Wagenius called the meeting to order at 8:36 A.M. on March 18, 2010 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF3257 Hansen - Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington; use of the clean water legacy account authorized to support local inflow and infiltration reduction programs, and money appropriated.

Rep. Hansen moved his bill for possible inclusion in the omnibus water bill and moved the A10-2234 amendment. The motion prevailed and the amendment was adopted.

HF3502 Wagenius, Metropolitan area groundwater monitoring account and fee established, and money appropriated.

Rep. Wagenius moved that her bill be recommended to pass and re-referred to Finance, with a recommendation that it go to Cultural and Outdoor Resources Finance. She moved the H3502DE1 amendment. The motion prevailed and the amendment was adopted.

Fiscal Analyst Jim Reinholdz presented the spreadsheet.

Rep. Wagenius testified on her bill as amended.

Kent Lokkesmoe, Waters Division Director, DNR, testified in support of the bill.

Representative McNamara moved an oral amendment as follows: line 6.18, after "groundwater", insert "and surface water". The motion failed.

HF3502 was laid over.


HF1734 Lanning, Basin board establishment and taxing authority authorized.

Representative Lanning presented his bill.

HF3502 Wagenius, Metropolitan area groundwater monitoring account and fee established, and money appropriated

Craig Johnson, League of Minnesota Cities, testified on the bill.

Rep. Wagenius moved that HF3502 as amended be recommended to pass and re-referred to Finance with a recommendation to go to Cultural and Outdoor Resources Finance. She moved the H3502A6 amendment. The motion prevailed and the amendment was adopted.

Todd Olson of Metro Cities testified on the bill.

Rep. McNamara requested a roll call.

Rep. Wagenius renewed her motion.

On a vote of 9 ayes, 5 nays, and 2 abstentions, HF3502 as amended is recommended to pass and re-referred to Finance with a recommendation to go to Cultural and Outdoor Resources Finance.

Rep. Persell moved the minutes of March 16 be approved. The motion prevailed and the minutes are approved.
