MINUTES
Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:39 pm on Tuesday, March 10, 2009 in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Downey moved that HF1411 (Downey), A bill for an act relating to early childhood education; funding various early, community, and adult education programs; appropriating money, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.
Testifying in favor of HF1411:

Ms. Carlson was asked to point the specific lines in the bill that contained revenue shifts.

Mr. Smith was asked to point out the specific lines in the bill that contained revenue shifts and to expound upon how the school age care funds are used.
Barry Shaffer, Adult Basic Education Supervisor, Minnesota Department of Education
Representative Downey laid over HF1411 for future consideration.
Vice-Chair Rosenthal assumed the gavel at 4:50 pm.
Representative Slawik moved that HF1026 (Slawik), Early childhood education provisions amended, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Ms. Carlson was asked if previous to the subdivision 10a recommendation there was a statutory requirement for teachers; if the new language excludes the requirement for supervisors; if the Board of Teaching would be part of the new recommendation; and what the role is of the Commissioner in the recommendation.
Representative Rosenthal laid over HF1026, as amended, for future consideration.
Chair Slawik resumed the gavel at 5:10 pm.
Representative Mariani moved that the minutes from Thursday, March 5, 2009 be adopted. THE MOTION PREVAILED.
Representative Mariani moved that HF106 (Swails), P-20 education partnership established, be recommended to pass and be re-referred to the Committee on Finance.
Representative Swails was asked to explain the positive and negative sides of having the legislature on the P-20 council; if the council prefers legislators statutorily mandated as members; and to explain the $0 fiscal note on the bill when it contains a mandated report to the Legislature.
Chair Slawik was asked to clarify the motion before the committee.
Representative Mariani renewed the motion that HF106 be recommended to pass and be re-referred to the Committee on Finance. THE MOTION PREVAILED.
Chair Slawik was asked when information regarding the committee’s deadlines would be shared with Representative Downey, the GOP lead.
