MINUTES
Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on February 25, 2009, in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was not present.
HF778(Faust) A bill for an act relating to education finance; authorizing a school district with a negative fund balance to hold a referendum election at a time other than November.
Representative Greiling moved HF778 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
Representative Faust and Ed Harris, Superintendent, Ogilvie ISD333, testified.
Representative Greiling renewed her motion that HF778 be recommended to be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
A quorum was present at 2:50pm.
Representative Marquart moved the minutes of February 24, 2009 be adopted.

HF1040 (Shimanski) A bill for an act relating to education finance; authorizing Independent School District No. 2887, McLoed West, to issue general obligation bonds for its reorganization operating debt.
Representative Greiling moved HF1040 be passed and be returned to Finance.
Representative Greiling offered
H1040A1 as an amendment to HF1040.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Shimanski, Tony Boyer, Superintendent, McLeod West School District, Chris Sonju, Superintendent, Glencoe-Silver Lake School District, and Alan Hopeman, Consultant, McLeod West School District, testified.
Representative Greiling renewed her motion that HF1040, as amended, be recommended to pass and be returned to Finance.

HF427 (Hilstrom) A bill for an act relating to education finance; authorizing a two-year waiver from the special operating plan for districts in statutory operating debt.
Representative Greiling moved HF427 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
Representative Hilstrom and Keith Lester, Superintendent, Brooklyn Center Public Schools, testified.
Representative Greiling renewed her motion that HF427 be recommended to be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
