MINUTES
Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on March 11, 2009, in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Slocum moved the minutes of March 11, 2009 be adopted.

HF28 (Fritz) A bill for an act relating to capital investment; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature with certain conditions.
Representative Fritz and Linda Mitchell, Superintendent, Minnesota State Academy, testified.
Representative Greiling moved that HF28 be passed without recommendation and be returned to the Finance Committee.
Representative Greiling moved
A09-0094 as an amendment to HF28.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Greiling renewed her motion that HF28 be recommended to pass without recommendation, as amended, and be returned to the Finance Committee.

HF125 (Fritz) A bill for an act relating to capital investment; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature with certain conditions.
Representative Greiling moved that HF125 be passed without recommendation and be returned to the Finance Committee.
Representative Fritz, Linda Mitchell, Superintendent, Robert Duncan, Interim Director, Minnesota State Academy for the Blind, and Keith Stover, President, South Central College, testified.
Representative Greiling renewed her motion that HF125 be passed without recommendation and be returned to the Finance Committee.

HF588 (Falk) A bill for an act relating to capital investment; authorizing the sale and issuance of state bonds; appropriating money for a grant to Dawson-Boyd school district for a geothermal heating system.
Representative Dittrich moved that HF588 be passed without recommendation and be returned to the Finance Committee.
Representative Falk testified.
Representative Dittrich renewed her motion that HF588 be passed without recommendation and be returned to the Finance Committee.

HF273 (Sailer) A bill for an act relating to capital improvements; providing for a maximum effort capital loan to Independent School District No. 38, Red Lake.
John Bolger, Education Finance Specialist, Minnesota Department of Education, and Brent Gish, Superintendent, Red Lake School District, testified.
Representative Greiling moved that HF273 be passed without recommendation and be returned to the Finance Committee.

HF1260 (Sailer) A bill for an relating to capital investments; appropriating money for grants for installation of solar energy projects in K-12 public schools.
Representative Sailer, Randy Hagen, Owner, Solar Skies Manufacturing, and Craig Tarr, President, Energy Concepts, provided an informational overview of HF1259 and HF1260.
The meeting was adjourned at 4:15PM.
