MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on February 24, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Brown moved the minutes of February 18, 2009 be adopted.
THE MOTION PREVAILED.

HF107 (Emmer) A bill for an act relating to education finance; authorizing school boards to spend staff development revenue on CPR and automatic external defibrillator training; first aid certification.

Representative Greiling moved HF107 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Emmer and Kelly Capouch, parent, St. Michael, testified.

Representative Buesgens offered the following oral amendment to HF107:
Page 2, line 3, delete "or" and insert "for"

THE ORAL AMENDMENT WAS INCORPORATED BY THE AUTHOR.

Representative Greiling renewed her motion that HF107, as amended, be recommended to be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

HF195 (Norton) A bill for an act relating to education; modifying the Labor Day school start provisions for two years; repealing the Labor Day school start provision after studying its effect.

Representative Greiling moved HF195 be passed and be returned to Finance.

Representative Norton offered H0195A1 as an amendment to HF195.

Representative Garofalo offered the following oral amendment to amendment H01095A1:
Page 1, line 2, insert "1," before "2"

Representative Garofalo withdrew his oral amendment to H0195A1.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norton, John Currie, Superintendent, Rosemount/Apple Valley/Eagan School District, Kirk Schneidawind, Associate Director of Governmental Relations, Minnesota School Board Association, and Scott Croonquist, Executive Director, Association of Metropolitan School Districts, testified.

Public testimony on HF195 was provided by the following individuals:

Representative Greiling renewed her motion that HF195, as amended, be recommended to pass and be returned to Finance.

On a vote of 14 AYES and 5 NAYS THE MOTION DID PREVAIL.

HF320 (Dettmer) A bill for an act relating to education; allowing school districts to pay the costs of conducting a criminal history background check on an employee, contractor, or volunteer.

Representative Dettmer moved HF320 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Dettmer testified.

Representative Dettmer offered H0320A1 as an amendment to HF320.

THE AMENDMENT WAS INCORPORATED BY THE AUTHOR.

Representative Dettmer renewed his motion that HF320, as amended, be laid over for possible inclusion in the K-12 Education Finance Omnibus Bill.

The meeting was adjourned at 4:15PM.
