MINUTES
Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on March 19, 2009, in Room 10 of the State Office Building.

Representative Buesgens moved the minutes of March 18, 2009 be adopted.
THE MOTION PREVAILED.
HF1001 (Demmer) A bill for an act relating to education finance; authorizing state grants to leverage quality improvements in K-12 education.
Representative Demmer moved that HF1001 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
Representative Demmer offered the following oral amendment to HF1001:
Page 2, line 14, strike "1,300,00" and insert blanks
Page 2, line 16, strike "1,800,00" and insert blanks
Page 2, line 17, strike "Any and all grant money not awarded in any year is to be"
Page 2, line 18, strike "carried forward and made available for additional eligible grant awards in future years."
THE AMENDMENT WAS ADOPTED.
Representative Demmer, Brian Lassister, President, Minnesota Council for Quality, Merlin Ricklefs, President, Quality Associates International, and Klint Willert, Superintendent, Marshall Public Schools, testified.
Representative Demmer renewed his motion that HF1001, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
HF1188 (Winkler) A bill for an act relating to education; pursuing E-16 reforms to improve and expand opportunities for all students to attain educational success; establishing E-16 advisory subcommittees.
Angie Eilers, Research and Policy Director, Growth & Justice, presented "Smart Investments In Minnesota’s Students."
Public testimony on HF1188 was provided by the following individuals:
Judith Gelderman, constituent, White Bear Lake
Merlin Ricklefs, President, Quality Associates International
Representative Winkler provided an informational overview of HF1188.
