MINUTES
Representative David Bly, Vice Chair of the Higher Education and Workforce Development Finance and Policy Division, began the second meeting 1:20 P.M. on Tuesday, January 15, 2009, in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.
Vice Chair Bly invited Steve Sviggum, Commissioner, Minnesota Department of Labor and Industry, to begin his presentation.
Steve Sviggum, Commissioner, Minnesota Department of Labor and Industry, introduced himself and began his presentation on the Department of Labor and Industry’s budget and programs. A handout was provided.
Vice Chair Bly called the meeting to order at 1:27 P.M.

Chair Rukavina moved that the minutes of January 13, 2009 be adopted. THE MOTION PREVAILED.

Representative Bly moved that HF4 be recommended to pass and be re-referred to the Finance Committee.
Representative Mahoney presented HF4, relating to unemployment compensation; providing for a new base period for calculating benefits; providing for a limited extension of benefits.
Questions and discussion followed.
Lee Nelson, Attorney, Unemployment Insurance Legal Affairs, Minnesota Department of Employment and Economic Development (DEED), introduced himself and assisted Representative Mahoney by responding to questions regarding unemployment insurance and
HF4.

Representative Bly renewed his motion that HF4 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.
