Representative Tom Rukavina, Chair of the Higher Education and Workforce Development Finance and Policy Division, called the meeting to order at 1:05 P.M. on Thursday, March 4, 2010, in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Chair Rukavina invited Roderick Henry, President, Inter Faculty Organization (IFO) to come forward to provide testimony regarding the budget cuts.

Chair Rukavina invited Rick Nelson, Minnesota State College Faculty, to come forward to provide testimony regarding the budget cuts.

Chair Rukavina invited Representative Anzelc to come forward to present HF 2570.

Representative Anzelc presented HF 2570, relating to economic development; renaming the Douglas J. Johnson economic protection trust fund and the Ironworld Discovery Center.

Representative Obermueller moved that HF 3274 be recommended to pass and be referred to the Finance Committee.
Representative Obermueller presented HF 3274, relating to employment; modifying benefit account requirements for unemployment benefits.

H3274DE1, a delete everything amendment to HF 3274, attached. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Obermueller asked Lee Nelson, Legal Counsel, Unemployment Insurance Division, Department of Employment and Economic Development, to come forward to discuss the sunset date in the bill.

Representative Obermueller moved to amend HF3274 as amended as follows:
Page 1, line 10, before "." insert "and expires June 30, 2011"

Representative Obermueller moved that HF 3409 be recommended to pass and be held over for possible inclusion in the omnibus bill.
