Representative David Bly, Vice Chair of the Higher Education and Workforce Development Finance and Policy Division, called the meeting to order at 1:15 P.M. on Tuesday, April 21, 2009, in Basement Hearing Room of the State Office Building.

Vice Chair Bly invited Dan McElroy, Commissioner, Minnesota Department of Employment and Economic Development, to come forward to begin his presentation on Minnesota employment and unemployment conditions and rates.
Dan McElroy, Commissioner, Minnesota Department of Employment and Economic Development, introduced himself and began his presentation.

Representative Rukavina moved that the minutes of April 14, 2009 and April 15, 2009 be adopted. THE MOTION PREVAILED.
HF 737 (Rukavina)
Representative Rukavina presented HF 737, relating to economic development; providing certification for rehabilitation counselors for the blind.
Representative Rukavina moved that HF 737 be recommended to pass and be referred to the Finance Committee. THE MOTION PREVAILED.
HF 860 (Rukavina)
Representative Rukavina presented HF 860, relating to higher education; eliminating requirement that meetings to nominate candidates for regent of the University of Minnesota be one week apart.
Representative Rukavina moved that HF 860 be recommended to pass and be referred to the Finance Committee.
Representative Gunther moved to amend HF 860 with the amendment
H0860DE2. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Rukavina renewed his motion that HF 860 as amended be recommended to pass and be referred to the Finance Committee. THE MOTION PREVAILED.
HF 1081 (Mahoney)
Representative Mahoney presented HF 1081, relating to economic development, expanding eligibility for the small business growth acceleration program, requiring matching funds, appropriating money.
Representative Mahoney moved that HF 1081 be recommended to pass and be referred to the Finance Committee.
Representative Mahoney moved to amend HF 1081 with the amendment
H1081A2. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Mahoney renewed his motion that HF 1081 as amended be recommended to pass and be referred to the Finance Committee. THE MOTION PREVAILED.
