Chair Thomas Huntley began the ninth meeting of the Health Care and Human Services Finance Division at 12:38 p.m. on Wednesday, February 11, 2009, in Room 200 of the State Office Building. A quorum was not present.
Loren Colman, Assistant Commissioner, Department of Human Services, gave an overview of change pages in the Governor’s budget recommendations relating but not limited to:
Continuing care grants
Limit disabilities waiver growth
Limit customized living service rates
At 1:08 p.m. a quorum was present and the Chair formally called the ninth meeting to order. The clerk noted the roll:

Assistant Commission Colman’s continued his overview:
Eliminate nursing facility rebasing
Reduce LTC provider rates and grants
Eliminate or delay three continuing care grants
Change MA single-bed payment policy
Simplify planned closure rate adjustment
Nursing facility (NF) intergovernmental transfers
Brian Osberg, Assistant Commissioner, Health Care, DHS, explained change items in the governor’s budget relating to:
Eliminate health care eligibility for adults without children
Eliminate additional two months coverage
Maintain current MinnesotaCare premiums
Increase MA-EDP premiums
MnCare rolling month and grace month
Eliminate additional renewal notice mailings
Representative Hosch announced the first meeting of the Mental Health Caucus and the Chair adjourned the meeting at 2:34 p.m.
