Vice Chair James Abeler began the fourteenth meeting of the Health Care and Human Services Finance Division at 1:05 p.m. on Tuesday, February 24, 2009, in Room 200 of the State Office Building. A quorum was not present.
L. Read Sulik, Assistant Commissioner Chemical/Mental Health and State operated Services, gave an overview of of the Chemical and Mental Health Services Budget and responded to questions of members.
At 1:22 p.m. a quorum was present and Vice Chair Abeler formally called fourteenth meeting to order. The clerk noted roll:

Representative Ruud moved approval of the February 17, 2009, minutes. The motion prevailed.
Chuck Johnson, Assistant Commissioner of Children and Family Services, Department of Human Services, along with Duane Elg, also from DHS, gave an overview of change items in the governor’s budget as follows:
Children & Economic Assistance Grants
Group Residential Housing Modifications
Minnesota Family Investment Program (MFIP) reductions
Work participation cash benefit changes
Decrease MFIP exit level to 110% FPG (federal proverty guideline)
Eliminate integrated services funding
MFIP consolidated fund reduction
Temporary Assistance to Needy Families (TANF) refinancing
Correct base level adjustments
Eliminate certain children and economic assistance grants
CCAP federal improper payments act
Food Stamp Employment and Training (FSET) revenue enhancement
The Vice Chair adjourned the meeting at 2:31 p.m.
