HEALTH CARE AND HUMAN SERVICES FINANCE DIVISION

Chair Thomas Huntley began the twelfth meeting of the Health Care and Human Services Finance Division at 1:07 p.m. on Tuesday, February 17, 2009, in Room 200 of the State Office Building. A quorum was not present.

Dr. Read Sulik, Assistant Commissioner, Chemical/Mental Health and State Operated Services, Department of Human Services (DHS), gave an overview of change items in the governor’s budget recommendations as follows:

Continuing care grants
Children’s mental health residential treatment
Reform payment method for chemical dependency providers

John Zakelj, Budget & Legislative Manager, Chemical & Mental Health Services, and Carol Falkowski, Director, Alcohol and Drug Abuse Division, DHS, also responded to questions of members.

At 1:17 p.m. a quorum was present and Chair Huntley formally called the twelfth meeting to order. The

Representative Hosch moved approval of the February 11 and February 12, 2009, minutes. The motion prevailed.

(Continued): Reform payment method for chemical dependency providers
Delay new mental health services
Eliminate chemical dependency grants
Mental health inpatient ratable reduction

Sue Aberholden, Executive Director, NAMI Minnesota and Kathleen Kelso, Director of Public Policy, Mental Health Association of Minnesota, gave an overview of the mental health system in Minnesota and the effects of the governor’s budget recommendations.

Gordon Alexander, President, University of Minnesota Medical Center/Fairview, along with Kathy Knight, testified on the unintended consequences of some of the governor’s recommendations.

The Chair adjourned the meeting at 2:31 p.m.
