HEALTH CARE AND HUMAN SERVICES FINANCE DIVISION

Chair Thomas Huntley began the eighteenth meeting of the Health Care and Human Services Finance Division at 1:05 p.m. on Wednesday, March 4, 2009, in Room 200 of the State Office Building. A quorum was not present.
John Gross, Director Health Care Policy, MN Department of Commerce, gave an overview of key COBRA provisions in the American Recovery and Reinvestment Act (H.R. 1) and responded to questions of members.
At 1:15 p.m. a quorum was present and Chair Huntley formally called the meeting to order. The clerk noted the roll:

HF256 (Howes) Cass County; New hospital funding provided, bonds issued, and money appropriated.
Representative Abeler moved HF256 before the committee for consideration and Representative Howes, chief author, presented the bill.
Representative Abeler moved adoption of the
H0256DE1 amendment. The motion prevailed. Rep. Abeler renewed his motion that HF256, as amended, be laid over.
HF277 (Fritz) State cemetery improvement funding provided, bonds issued, and money appropriated.
Representative Fritz moved HF277 be laid over and presented the bill. Also testifying on behalf of the bill were:

The Chair announced visiting 9th graders from St Louis Park High School, who came to the Capitol to participate in the Minnesota Historical Society Capitol Historic Site’s "Voice of the People: Your Role in Minnesota Government" tour and education program.
Rep. Fritz renewed her motion that HF277 be laid over.

HF1064 (Thao) - Gillette Children's Hospital funding provided, bonds issued, and money appropriated.
Representative Thao moved HF1064 and further moved the
H1064DE1 amendment. The motion prevailed. Rep. Thao then presented the bill with the following individuals also testifying on its behalf:

Discussion followed and Representative Abeler moved to amend the H1064DE1 amendment as follows:
Line 1.8, delete "crippled" and after "children" insert "with disabilities"
The motion prevailed.
Representative Thao renewed his motion that HF1064, as amended, be laid over.
Rep. Abeler moved approval of the March 3, 2009, minutes. The motion prevailed.
The Chair adjourned the meeting at 2:00 p.m.
