Representative Cy Thao chairs the twenty-fourth meeting of the Health Care and Human Services Finance Division starting at 1:08 p.m. on Thursday, March 26, 2009, in Room 200 of the State Office Building. A quorum was not present.
HF 1990 (Murphy, E) - Surcharge for certified birth records established, funds appropriated to the commissioner of health.
Representative Murphy briefly explained her bill. Also testifying to the bill:

A quorum now present, Representative Murphy formally moved HF 1990 for possible inclusion in the Health and Human Services Finance omnibus bill and with testimony having already been taken, Chair Thao laid the bill over for possible inclusion.
HF 984 (Norton) - Medical assistance coverage of primary care health care providers performing primary caries prevention services as part of the child and teen checkup program authorized.
Chair Thao moved HF 984 be recommended to pass and returned to the Committee on Finance.
After brief discussion, the Chair renewed his motion that HF 984 be recommended to pass and returned to the Committee on Finance. The motion prevailed.

Representative Peppin moved approval of the March 24, 2009, minutes. The motion prevailed.
HF 1454 (Huntley) - Uniform formulary exception document development required.
Representative Huntley moved HF 1454 be laid over for possible inclusion in the Health and Human Services omnibus bill and further moved adoption of the
H1454DE-2 amendment. The motion prevailed. Rep. Huntley gave a brief overview. Also testifying were:

Kathryn Kmit, Director, Policy and Government Affairs, MN Council of Health Plans
Representative Gottwalt moved the following oral amendment to the H1454DE-2 amendment:
Line 1.10, after "form." add "Upon development of the form, all health care providers must submit requests for prior authorization and formulary exceptions using the uniform form, and all group purchasers must accept this form from health care providers."
The motion prevailed. The H1454DE-2 amendment was adopted.
Following discussion and concensus, Representative Huntley changed his previous motion to lay over HF 1454, as amended. to the following motion:
"That HF 1454, as amended, be recommended to pass and returned to the Committee on Finance."
The motion prevailed.
