Chair Thomas Huntley called to order the twenty-eighth meeting of the Health Care and Human Services Finance Division at 6:38 p.m. on Monday, April 6, 2009, in the Basement Hearing Room of the State Office Building. A quorum was present. The committee legislative assistant noted the roll:

Representative Dean moved approval of the April 2, 2009, minutes. The motion prevailed.
Continuation of testimony on effects of Governor’s Supplemental Budget:

HF 2148 (Huntley) - Medicare costs modified for purposes of nursing facility rebasing
Representative Huntley moved HF 2148 be laid over for possible inclusion in the Health and Human Services Finance omnibus bill and briefly explained the bill. Also testifying to the bill:

Discussion occurred and Representative Huntley renewed his motion that HF 2148 be laid over for possible inclusion in the Health Care and Human Services omnibus bill.

HF 1032 (Fritz) - Self-advocacy program established for persons with developmental disabilities, and appropriated money transferred.

Representative Fritz moved HF 1032 be recommended to pass and returned to the Committee on Finance. She further moved adoption of the
H1032A1 amendment. Rick Cardinas of Advocating Change Together explained the amendment and the motion prevailed. The H1032A1 amendment was adopted.

Representative Abeler moved HF 1771 be recommended to pass and returned to the Committee on Finance.
Representative Scott introduced Mark Ponsolle, Assistant Ramsey County Attorney, who testified in support of the bill and discussion followed.
Representative Abeler renewed his motion that HF 1771 be recommended to pass and returned to the Committee on Finance. The motion prevailed.
HF 985 (Hayden) - Children aging out of foster care provisions modified
Representative Hayden moved HF 985 be recommended to pass and returned to the Committee on Finance. He further explained and moved the
H0985DE1 amendment. The motion prevailed.
