Chair Thomas Huntley began the twenty-ninth meeting of the Health Care and Human Services Finance Division at 2:00 p.m. on Tuesday, April 7, 2009, in Room 200 of the State Office Building. A quorum was not present.

HF 961 (Bunn) - Urgent dental care pilot projects provided, medical assistance coverage of dental services clarified, and critical access dental care provisions amended.

Representative Bunn explained her bill, as well as her H0961DE3 amendment.

At 2:20 p.m. a quorum was present and Chair Huntley formally called the meeting to order. The committee legislative assistant noted the roll:

Representative Gottwalt moved approval of the April 6, 2009, minutes as corrected by the clerk. The motion prevailed.

Representative Bunn moved HF 961 be laid over for possible inclusion in the Health Care and Human Services omnibus bill and further moved and explained the H0961DE3 amendment with the H0961DE1 amendment incorporated. Testifying for the bill were:

Dr. Michael Helgeson, Chief Executive Officer, Apple Tree Dental
Anthony DiAngelis, DMD, Chief, Dept. of Dentistry, Hennepin County Medical Center
Sarah Wovcha, Executive Director, Children’s Dental Services and member of the Safety Net Coalition

Chair Huntley renewed the motion that HF 961, as amended, be laid over for possible inclusion in the Health Care and Human Services omnibus bill.

The Chair announced HF 384 (Thissen) will be heard April 14 rather than today.

At 2:48 p.m. Vice Chair Abeler took the gavel.

Representative Huntley moved the bill and further moved to amend HF 1832 by deleting sections 4, 5 and 6. The motion prevailed.

Rep. Huntley moved adoption of the H1832A3 amendment which was explained by Shannon McMahon, Policy Manager, Department of Human Services.

The motion prevailed.

Vice Chair Abeler moved HF 1832, as amended, be laid over for possible inclusion in the Health Care and Human Services Finance omnibus bill.

Brief discussion occurred of the timetable over the next two weeks.

Vice Chair Abeler adjourned the meeting at 2:54 p.m.
