Vice Chair James Abeler began the thirty-second meeting of the Health Care and Human Services Finance Division at 1:10 p.m. on Thursday, April 16, 2009, in Room 200 of the State Office Building. A quorum was not present.

HF 580 (Hosch) - MFIP family stabilization and work programs modified, and asset limitations and documentation modified for medical assistance and MinnesotaCare.

At 1:14 p.m. the Vice Chair formally called the meeting to order. The committee legislative assistant noted the roll:

Representative Hosch moved HF 580 be recommended to pass and returned to the Committee on Finance and further moved the following oral amendment:

Delete sections 3 through 7 on pages 3.11 through 9.13

The motion prevailed. Testifying to the bill:

Discussion occurred and Danyell LeMire, House Research Analyst, responded to questions of members. Representative Hosch renewed his motion that HF 580, as amended, be recommended to pass and returned to the Committee on Finance. The motion prevailed.

HF 1276 (Norton) - County human services mandates modified

Vice Chair Abeler moved HF 1276 be recommended to pass and returned to the Committee on Finance. Representative Norton explained and moved adoption of the H1276A3 amendment. The motion prevailed. Vice Chair Abeler moved adoption of the H1276A6 amendment which Rep. Norton then explained. The motion prevailed.

Representative Norton moved adoption of the H1276A7 amendment and further moved the following oral amendment:

Page 1, line 1.9, change "internment" to "interment"
Page 2, line 2.30, before the period insert "and burial or interment"

Testifying to the amendment was Keith Carlson, Minnesota Inter-County Association (MICA)

Rep. Dean moved to strike the new language only on lines 2.27 through 2.30 and discussion followed. The motion did not prevail.

Representative Thao moved to amend the H1276A7 amendment as follows:

Page 2, line 2.30, delete "shall" and insert "may"

The motion prevailed.

More discussion occurred and the H1276A7 amendment, as amended, was adopted.

Representative Gottwalt moved approval of the April 15, 2009, minutes. The motion prevailed.

Testifying to the A09-0378 amendment:

Jamie Halpern, Hennepin County Administration, on behalf of the Minnesota Association of County Social Service Associations (MACSSA)

Vice Chair Abeler moved adoption of the A09-0378 amendment, incorporating the following oral amendment:

Page 2, line 7, delete everything after the period
Page 2, line 8, delete everything
Page 2, line 9, delete everything through the period

The motion prevailed.

Representative Norton renewed her motion that HF 1276, as amended, be recommended to pass and returned to the Committee on Finance. The motion prevailed.

HF 866 (Hosch) - School districts required to obtain employee health coverage through the public employees insurance program.

Representative Hosch moved HF 866 be recommended to pass and returned to the Committee on Finance, and gave a brief overview of the bill and further moved adoption of the H0866A14 amendment. Testifying in support of the H0866A14 amendment was:

Lee Johansen, Negotiations Specialist, Education Minnesota

Discussion followed. Testifying in opposition to the H0866A14 amendment was:

Phil Griffin, Lobbyist, Preferred One

Representative Gottwalt moved a roll call on the H0866A14 amendment. Representative Brod moved to divide the amendment on page 1 after line 1.3. Discussion continued and Representative Brod requested a roll call on part one of her division (lines 1.1 through 1.3) which passed 12-8 as follows:

Abeler, Anzelc, Fritz, Hayden, Hosch, Liebling, Murphy, Otremba, Peterson, Scalze, Thao, Thissen

Brod, Bunn, Dean, Emmer, Gottwalt, Kiffmeyer, Peppin, Ruud

Discussion occurred on the second part of Rep. Brod’s division (lines 1.4 through 1.26) and Rep. Brod requested a roll call vote and further moved to amend the H0866A14 as follows:

Page 1, line 1.9, after "individually" insert "or as part of a self-insured group"

Emily Cleveland, House Research Analyst, directed Representative Brod to make technical corrections to her oral amendment as follows:

Page 1, line 1.9, after "individually" insert "or as part of a" and after "self-insured" insert "group"

Rep. Brod agreed to these technical corrections to her oral amendment. The roll call vote on the oral amendment failed 9-11 as follows:

Representative Hosch renewed his motion that HF 866, as amended, be recommended to pass and returned to the Committee on Finance. Representative Peppin requested a roll call vote on the bill, as amended. The motion prevailed. The bill passed 12-8, as amended, on a roll call vote as follows:
