Chair Thomas Huntley called to order the sixty-second meeting of the Health Care and Human Services Finance Division at 3:25 p.m. on Monday, April 26, 2010, in Room 200 of the State Office Building.

A quorum was present and the clerk noted the roll:

Vice Chair Abeler moved approval of the April 21, 2010 minutes. The motion prevailed.

Lyn Aves, House Research, gave an overview of Article 1, Licensing.
Randy Chun, House Research, gave an overview of Article 2, Health Care.

The Chair announced healthcare delegates in the audience visiting from Germany who are here participating in the Center for German & European Studies (University of Minnesota). Guests included but were not limited to:

Randy Chun continued his overview of Article 2, Health Care.

Danyell Punelli, House Research, gave an overview of Article 3, Continuing Care, and noted an error in Section 9 which should read 1% rather than 1.5%; and Article 4, Children and Family Services.

Lyn Aves gave an overview of Article 5, Miscellaneous. Representative Kim Norton testified briefly in response to a question on her autism language in the bill.

Emily Cleveland, House Research, gave an overview of Article 6, Department of Health.
Randy Chun gave an overview of Article 7, Health Care Reform, and noted that Articles 8 and 9 are the forecast and appropriations (see spreadsheet) articles, respectively.

The Chair announced amendments should be in by 12:00 noon. Chair Huntley and Vice Chair Abeler announced their respective caucus times and locations.

The Chair adjourned the meeting at 4:53 p.m.
