Chair Thomas Huntley called to order the thirty-sixth meeting of the Health Care and Human Services Finance Division at 8:42 a.m. on Wednesday, April 29, 2009, in Room 500N of the State Office Building. A quorum was present. The committee legislative assistant noted the roll:

Vice Chair Abeler assumed the gavel.

HF 1703 (Huntley) - Health care eligibility provisions amended for medical assistance, MinnesotaCare, and general assistance medical care, and Drug Utilization Review Board established.

Representative Huntley moved HF 1703 be recommended to pass and be rereferred to the Committee on Finance and further moved to delete Sections 19 and 22. The motion prevailed.

Discussion occurred and the Vice Chair moved adoption of the H1703A2 amendment which Representative Laine explained. Vice Chair Abeler also incorporated the following oral amendment:

Line 1.10, delete "or" and after "issue" insert ", or charge a higher premium for"

Dannette Coleman, Vice President, Public Policy and Government Relations, Medica, testified to concerns with the amendment.

There being no further discussion, the motion prevailed. The H1703A2 amendment was adopted. Representative Huntley renewed his motion that HF 1703, as amended, be recommended to pass and rereferred to the Committee on Finance.

HF 1728 (Loeffler) - Child care programs, program integrity, adult supports, and Minnesota family investment program amended, and home visitors as MFIP employment and training service providers utilized.

Vice Chair Abeler moved HF 1728 be recommended to pass and rereferred to the Committee on Finance and further moved to delete Article 4. The motion prevailed. Following discussion Vice Chair Abeler renewed his motion that HF 1728, as amended, be recommended to pass and rereferred to the Committee on Finance. The motion prevailed.

HF 2069 (Liebling) - Chemical health pilot projects created

Representative Liebling moved HF 2069 be recommended to pass and rereferred to the Committee on Finance and explained the H2069DE1 amendment.

Testifying in favor of the bill:

Kelly Harder, Director of Human Services, Steele County

Representative Liebling moved adoption of the H2069DE1 amendment. The motion prevailed.

Rep. Liebling further moved the following oral amendment to page 2 of the H2069DE1 amendment:

Line 2.3, after "expire" insert "June 30, 2012."

The motion prevailed.

Representative Gottwalt moved the following oral amendment to page 1 of the H2069DE1 amendment:

Line 1.24, after the period, add "The work group expires January 16, 2010."

Following discussion, Rep. Gottwalt withdrew his oral amendment.

There being no further discussion, Vice Chair Abeler renewed the motion that HF 2069, as amended, be recommended to pass and rereferred to the Committee on Finance. The motion prevailed.

HF 1565 (Kelly) - Goodhue County; Nursing facility beds consolidated and relocated to a new site

Vice Chair Abeler moved HF 1565 be recommended to pass and rereferred to the Committee on Finance and further moved adoption of the H1565DE1-1 amendment. The motion prevailed.

Representative Kelly explained his bill. Also testifying in favor of the bill were:

Scott Woodelman, CEO, Fairview Red Wing Health System

Following discussion, the Vice Chair renewed his motion that HF 1565, as amended, be recommended to pass and rereferred to the Committee on Finance. The motion prevailed.

Representative Gottwalt moved approval of the April 21, 2009, minutes. The motion prevailed.

The Vice Chair adjourned the meeting at 9:23 a.m.
