Vice Chair James Abeler began the twenty-first meeting of the Health Care and Human Services Finance Division at 1:02 p.m. on Wednesday, March 18, 2009, in Room 200 of the State Office Building. A quorum was not present.
HF1571 (Abeler) - Governor's budget for health and human services established, various health care provisions amended, Protecting Children and Strengthening Families Act and Northstar Care for Children established, fees increased, work groups created, and money appropriated.
Still on the table from the March 17, 2009 meeting, Craig Acomb, Chief Financial Officer, Minnesota Department of Health, gave an overview of the net fiscal impact of proposals in the Governor’s health and human services budget. During this discussion, at 1:05 p.m. a quorum was present and Vice Chair Abeler called the meeting formally to order and the clerk noted the roll:

Representative Ruud moved approval of the March 17, 2009, minutes. The motion prevailed.
Vice Chair Abeler moved HF1571 be taken off the table and the motion prevailed. Discussion continued. The Vice Chair moved HF1571, as amended on March 18, be laid back on the table. The motion prevailed.
HF1362 (Huntley) - Commissioner of Human Services required to apply for federal funds
Representative Huntley moved HF1362 be laid over for possible inclusion in the health and human services finance omnibus bill. Rep. Huntley explained the bill and renewed his motion that HF1362 be laid over for possible inclusion in the health and human services finance omnibus bill. The motion prevailed.
HF1361 (Huntley) - Prenatal alcohol or drug use prevention appropriation repealed
Representative Huntley moved HF1361 be laid over for possible inclusion in the health and human services finance omnibus bill and explained the bill. Also testifying regarding that portion of HF1361 relating to
the Circle of Women program was:

Vice Chair Abeler moved HF1704 be laid over for possible inclusion in the health and human services finance omnibus bill. Representative Huntley explained the bill and following discussion, Vice Chair Abeler renewed the motion that HF1704 be laid over for possible inclusion in the health and human services finance omnibus bill. The motion prevailed.
Representative Huntley moved HF1167 be laid over for possible inclusion in the health and human services finance omnibus bill and further moved adoption of the
H1167DE1 amendment. The motion prevailed.
Following discussion, Vice Chair Abeler moved HF1167, as amended, be laid over for possible inclusion in the health and human services finance omnibus bill. The motion prevailed.
Vice Chair Abeler adjourned the meeting at 1:44 p.m.
