MINUTES
Representative Kahn, Chair of the Division, called the meeting to order at 2:50 P.M. on March 17, 2009 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Winkler moved that the minutes of March 16, 2009 be adopted. THE MOTION PREVAILED.
Chair Kahn gave a brief overview and asked for comments on the State Government Finance Division’s proposed bonding recommendations to the Capital Investment Finance Division.
Lynn Willenbring, Chief Information Officer, City of Minneapolis, discussed the City’s positive experience with outsourcing information technology.
Richard Kolodziejski, Legislative Affairs Director, Minnesota Association of Professional Employees, testified against outsourcing information technology and gave some possible negative impacts to the state as well as problems other states have had with outsourcing.
Tedi Wells, Director, IBM, gave an overview of IBM’s managed services for information technology and how they have helped other states and could help Minnesota.
The meeting was adjourned at 4:18 P.M.
