MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 4:31 P.M. on April 6, 2009 in Room 300 North of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 1113 (Morgan) Early voting authorized, and special elections provided in case of vacancies in nomination.

Representative Bigham moved that HF 1113 be recommended to pass and be re-referred to the Finance Committee.

Representative Morgan testified in support of HF 1113.

Representative Bigham moved the H1113A5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Director of Governmental Affairs Beth Fraser, the Office of the Secretary of State, testified in support of HF 1113.

Representative Bigham renewed her motion that HF 1113 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 1351 (Winkler) Absentee ballot requirements and provisions modified.

Vice-Chair Winkler moved that HF 1351 be recommended to pass and be re-referred to the Finance Committee.

Vice-Chair Winkler testified in support of HF 1351.
Ms. Fraser, the Office of the Secretary of State, testified in support of HF 1351.

H0715A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 715 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 1950 (Kahn) Digital radio conversion funding provided, and money appropriated.

Chair Kahn moved that HF 1950 be recommended to pass without recommendation to the Finance Committee. THE MOTION PREVAILED.


HF 1981 (Kahn) Minnesota Geospatial Information Office created.

Chair Kahn moved that HF 1981 be recommended to pass and be re-referred to the Finance Committee.

Director David Arbeit, Office of Geographic and Demographic Analysis, testified in support of HF 1981.

Chair Kahn moved the A09-0292 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Director of Government Relations Russ Stanton, Inter Faculty Organization (IFO), responded to member questions about HF 1671.

Chair Kahn laid over HF 1671, as amended, for possible inclusion in the Omnibus State Government Finance bill.

HF 1053 (Simon) Public officials required to provide additional data to the secretary of state for use in maintaining the voter registration system, and automatic voter registration of applicants for a driver's license, instruction permit, or identification card provided, and certain notice requirements changed.

Representative Simon moved that HF 1053 be recommended to pass and be re-referred to the Finance Committee.

Representative Simon moved the H2251A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Solberg, State Budget Director Jim Schowalter, Department of Finance, and State Auditor Rebecca Otto testified in support of HF 2251.

Chair Kahn renewed her motion that HF 2251 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 2038 (Solberg) Office of Strategic and Long-range Planning established, additional revenue priorities in general fund forecasts modified, report required, and money appropriated.

Chair Kahn moved that HF 2038 be recommended to pass and be re-referred to the Finance Committee.

Chair Kahn moved an oral amendment to HF 2038 as follows:

Delete sections 1 - 7 and 10 – 11.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Solberg and Mr. Schowalter, Department of Finance, testified in support of HF 2038.

Chair Kahn renewed her motion that HF 2038 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 1218 (Lillie) State labor contracts ratified.

Representative Bigham moved that HF 1218 be recommended to pass and be re-referred to the Finance Committee.

Representative Lillie and Director Greg Hubinger, Legislative Coordinating Commission, testified in support of HF 1218.

Representative Bigham renewed her motion that HF 1218 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 1463 (Davnie) Various filings and fees regulated and terms defined.

Chair Kahn moved that HF 1463 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.

Representative Davnie and Legal Adviser Bert Black, Secretary of State’s office, testified in support of HF 1463.

Chair Kahn laid over HF 1463 for possible inclusion in the Omnibus State Government Finance bill.


HF 938 (Reinert) State employees with disabled veteran status provided additional sick leave.

Chair Kahn moved that HF 938 be recommended to pass and be re-referred to the Finance Committee.

Representative Reinert testified in support of HF 938.

Chair Kahn renewed her motion that HF 938 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 691 (Rukavina) Vacation donation program modified.

Chair Kahn moved that HF 691 be recommended to pass and be re-referred to the Finance Committee.
