Representative Kahn, Chair of the Division, called the meeting to order at 2:49 P.M. on April 7, 2009 in Room 300 North of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF 1665 (Swails) First Committee Engrossment, Education; Best practices center for shared services established.
Chair Kahn moved that HF 1665 be recommended to pass and be re-referred to the Finance Committee.

Representatives Swails and McFarlane and Roger Moe, Southwest West Central Service Cooperative, testified in support of HF 1665.
Chair Kahn renewed her motion that HF 1665, First Committee Engrossment, be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.
HF 2146 (Pelowski) Minnesota Management and Budget oversight clarified, management analysis revolving fund established, and money appropriated.
Vice-Chair Winkler moved that HF 2146 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.

Representative Pelowski and Commissioner Tom Hanson, Department of Finance, testified in support of HF 2146.

HF 2118 (Rukavina) National Guard postdeployment health assessments funding provided, money appropriated.

HF 1744 (Hilty) First Engrossment, Technology accessibility standards created for the state, rulemaking authorized, advisory committee established for technology standards for accessibility and usability, report required, and money appropriated.
Chair Kahn moved that HF 1774 be recommended to pass and be re-referred to the Finance Committee with a recommended re-referral to the Committee on Energy Finance and Policy Committee.

Representative Hilty, Mary Hartnett, Commission of Deaf, DeafBlind and Hard of Hearing Minnesotans, and John Lally, Office of Enterprise Technology testified in support of HF 1744.
Chair Kahn renewed her motion that HF 1744, First Engrossment, be recommended to pass, as amended, and be re-referred to the Finance Committee with a recommended re-referral to the Committee on Energy Finance and Policy Committee. THE MOTION PREVAILED.
HF 557 (Severson) First Engrossment, State procurement preferences authorized for veteran-owned small businesses including service-disabled veteran-owned small businesses.
Representative Kiffmeyer moved that HF 557 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.

HF 625 (Gardner) Public access to data allowed by state accounting and procurement systems.
Vice-Chair Winkler moved that HF 625 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.
Representative Gardner testified in support of HF 625.

HF 20 (Winkler) Web site required with a searchable database of state expenditures.
Vice-Chair Winkler moved that HF 20 be heard and laid over for possible inclusion in the Omnibus State Government Finance bill.

HF 7 (Winkler) Second Engrossment, Laws prohibiting misuse of state funds clarified and strengthened.
Vice-Chair Winkler moved that HF 7 be recommended to pass and be re-referred to the Finance Committee.

Vice-Chair Winkler renewed his motion that the MS-A35 amendment, as amended, be adopted. THE MOTION PREVAILED.
Vice-Chair Winkler, Representative Downey and Jim Nobles, Office of the Legislative Auditor testified in support of HF 7.
Curt Yoakum, Department of Finance, testified that the Department was neutral on HF 7.
Vice-Chair Winkler renewed his motion that HF 7, Second Engrossment, be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.
HF 1018 (Kalin) First Engrossment, Public Web sites purpose specified, and state agencies required to include contact information on Web sites.
Representative Kalin moved that HF 1018 be recommended to pass and be re-referred to the Finance Committee.

William Becker, Lessard Outdoor Heritage Council and Donn Waage, National Fish and Wildlife Foundation, testified in support of HF 2131.
Denise Anderson and Dave Shad, both from the Department of Natural Resources, responded to questions from committee members.
Chair Kahn then moved to divide the H2131A2 amendment as follows:
Part 1 – Includes: page 1, lines 1 -11 and lines 17-21, and all of page 2.
Part 2 – Includes: page 1, lines 12 – 16.
Chair Kahn then moved Part 1 of the H2131A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair Kahn then moved Part 2 of the H2131A2 amendment.
