MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 10:35 A.M. on April 8, 2010 in Room 400 North of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.


HF 2922 (Thissen) Minneapolis Employees Retirement Fund; administrative functions transferred to the Public Employees Retirement Association, consolidation account created within the Public Employees Retirement Association, and money appropriated.

Chair Kahn moved that HF 2922 be recommended to pass and be re-referred to the Finance Committee.

Representative Thissen testified in support of HF 2922.

Luther Thompson, Executive Director, Minneapolis Employees Retirement Fund and Jim Heidelberg, Equity Investment Manager, State Board of Investment, responded to member questions.

Chair Kahn moved an oral amendment to HF 2922 as follows:

Page 25, lines 20 and 33, delete "$36,500,000" and insert blanks
Page 35, lines line 28, delete "$27,500,000" and insert a blank

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 2922 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 3281 (Murphy, M.) Volunteer fire relief associations technical corrections made, break-in-service return revised, Minnesota deferred compensation plan service pension


transfers authorized, payout defaults revised in survivor benefits, and corrections of certain special fund deposits authorized.

Chair Kahn moved that HF 3281 be recommended to pass and be re-referred to the Finance Committee.

Representative Murphy testified in support of HF 3281.

Jan Alswager, Chief Lobbyist, Education Minnesota, testified against the bill.

Charles Kyte, Executive Director, Minnesota Association of School Administrators, testified in support of the bill.

Chair Kahn moved an oral amendment to HF 3281 as follows:

Page 172, lines 3 and 16, delete "36,500,000" and insert blanks
Page 182, line 15, delete "27,500,000" and insert a blank.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn then moved the H3281-5A amendment.

Dave Bergstrom, Executive Director, Minnesota State Retirement System, responded to member questions.

Chair Kahn renewed her motion that the H3281-5A amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn then moved the A10-2412 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 3281 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 2952 (Murphy, M.) State employees retirement plan contribution rates increased, adjustment provisions changed, refund interest rates reduced, augmentation rates reduced, interest eliminated, vesting requirements and early retirement reduction rates increased, rates reduced, amortization periods extended, study required, and bylaw amendments authorized.

Chair Kahn moved that HF 2952 be recommended to pass and be re-referred to the Finance Committee.

Representative Murphy testified in support of HF 2952.

Chair Kahn moved the H2952-4A amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn moved the H2952-3A amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 2952 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.


SF 2758 (Bunn) Minnesota Entrepreneur Resource Virtual Network (MERVN) authorization.

Chair Kahn moved that SF 2758 be recommended to pass and be re-referred to the Finance Committee.

Representative Bunn testified in support of SF 2758.

Chair Kahn moved the S2758DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Michael Muilenburg, Legislative Director, Office of Enterprise Technology, responded to member questions.

Chair Kahn renewed her motion that SF 2758 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.
